Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Infrastructure Project Manager

Role Background
The Infrastructure Project Manager is responsible for leading and
coordinating infrastructure development projects that support
organizational facilities and operational requirements. The role manages
infrastructure planning, stakeholder coordination, programme delivery,
change management, and collaboration with Host Nation authorities to
ensure projects are delivered on time, within scope, and in line with
organizational objectives.
Role Duties and Responsibilities
Coordinate and monitor infrastructure development and
implementation projects assigned by the Footprint Adaptation Programme
Manager.
Plan, manage, and oversee multiple infrastructure projects throughout
their lifecycle.
Chair internal and external project review meetings.
Prepare and present project progress reports to senior management.
Lead change management initiatives in collaboration with the Agency's
Transition Manager.
Develop and coordinate infrastructure implementation plans.
Coordinate the development of Site Master Development Plans in
partnership with Host Nation representatives.
Coordinate the development and implementation of Operations and
Maintenance (O&M) support frameworks for new infrastructure.
Work closely with Agency subject matter experts and Host Nation
authorities to ensure successful project delivery.
Ensure new buildings and supporting services meet Agency operational
and technical requirements.
Coordinate stakeholders throughout the planning, implementation, and
delivery phases of infrastructure projects.
Support programme governance, reporting, and continuous project
improvement initiatives.

delivering large office redevelopment or infrastructure projects on behalf
of end users.
Experience working within international organisations or national
public administration (civilian or military).
Proven experience managing large-scale infrastructure or facilities
projects.
Experience coordinating multidisciplinary stakeholders and external
partners.
Experience managing programmes at a senior or executive level.
Experience with procurement processes and negotiations with third
parties.
Experience preparing executive-level reports, presentations, and
project documentation.
Education
University degree in one of the following disciplines:
Civil Engineering
Mechanical Engineering
Electrical Engineering (High Voltage)
Or another related engineering discipline.
Equivalent education combined with significant relevant professional
experience will also be considered.

Working Location
Primary Location: Mons, Belgium.
Work Arrangement: Full-time, on-site.
Regular business travel (typically 1–2 times per week) to Brussels
may be required for extended periods.
Work will primarily be performed in an office environment.
During infrastructure implementation phases, work may also take
place on active construction sites requiring the use of personal
protective equipment (PPE) and compliance with health and safety
regulations.
Working Policy
Employment Type: Full-time Contract.
Contract Duration: 1 October 2026 – 30 December 2026 .
Total Contract Hours: 480 hours .
Full-time on-site attendance is required.
Regular travel between Mons and Brussels may be required.
Compliance with construction site safety procedures and the use of
appropriate protective equipment is mandatory when working on-site.
Must hold and maintain a valid NATO Secret security clearance
throughout the contract.
