The Role
The Programme Manager - Maritime Investments is responsible for leading and coordinating a portfolio of strategic capital investment projects that enable continued business growth, operational efficiency, and site evolution across the Maritime business.
Day-to-day, you will provide clear ownership and accountability for progressing investments from concept and business case development through governance approval and delivery, ensuring projects are delivered efficiently and aligned with business objectives.
Your responsibilities will include:
- Manage a portfolio of maritime infrastructure, facilities, security, and capability investment projects throughout their lifecycle
- Develop and maintain an integrated investment roadmap aligned to business growth priorities and customer requirements
- Lead the development of robust business cases, investment proposals, and governance submissions to secure funding approvals
- Coordinate stakeholders across functions including Operations, Finance, Estates, Security, Commercial, and Project Delivery to ensure effective planning and execution
- Monitor portfolio performance, risks, dependencies, budgets, and schedules, driving timely decision-making and corrective actions where required
Essential experience of the Programme Manager:
- Proven experience managing complex programmes or portfolios of capital investment projects
- Strong business case development, governance, and stakeholder management skills
- Experience balancing multiple projects, priorities, and dependencies within a complex organisational environment
- Strong planning, risk management, and reporting capabilities
- Excellent communication skills with the ability to influence senior stakeholders and secure alignment across diverse teams
Essential qualifications for the Programme Manager:
- Degree qualified or equivalent professional experience in programme, project, engineering, infrastructure, or business management disciplines

This role is 37 hours per week based at the PTP or Gosport site with a minimum average site attendance of three days per week.

Portsmouth Technology Park (PTP) is one of QinetiQ’s key facilities, focusing on advanced technology development and engineering services. It is dedicated to research and development, ensuring that complex systems are designed, integrated, and tested effectively to meet operational requirements. The facility utilises sophisticated modelling and simulation techniques to analyse and predict performance.

Our facilities at the Haslar Marine Technology Park are state-of-the-art, including our ocean basin rotating arm, and marine towing tank, offering an unparalleled environment for testing and refining designs. Our marine technology offers our global customers a service to deliver constrained hydrodynamic model tests of surface ships, submarines, offshore structures, and renewable energy devices.
