Manager, SRHR

Main purpose of the role

To manage a high-quality portfolio of investments and active programmes that advance CIFF’s SRHR priorities by accelerating self-care, self-injection and innovative approaches that make health systems work better for women and girls.

The role will provide leadership for CIFF’s self-injection portfolio, with a primary focus on transitioning self-injection from externally supported scale-up into routine family planning services and integrating DMPA-SC self-injection into national health systems. The scope extends from last mile family planning delivery to market shaping to make innovative contraceptives and SRHR products affordable to countries and end users. This role is expected to lead to other similar innovations in health systems to make SRHR products more accessible.

This role will manage existing and new investments that expand equitable access to self-care and self-injection, strengthen national stewardship and financing, and unlock policy, service delivery, supply chain, data and demand-side barriers to sustainable scale.

In collaboration with CIFF SRHR Choices team, the role will support product introduction in priority countries and market shaping of relevant products, ensuring alignment with country priorities, and long-term integration into routine family planning systems.

This is an opportunity to shape the next phase of self-injection and self-care in family planning: moving from successful introduction to sustainable, country-owned scale. The role sits at the intersection of grant-making, health systems, market shaping and government partnership, and will influence how catalytic philanthropy can help embed innovation into routine services for women and girls.

In the first 12–18 months, success will include leading the reinvestment in DISC; embedding self-care within national health systems; continuing to reduce the cost per service towards a level that is affordable for communities and countries; and positioning the portfolio to start including additional products.

Strategy & planning  

  • With a near term focus on self-care, support and lead broader integration of SRHR innovation in health systems
  • Work with the Director for Equitable Access, SRHR Choices, Commodity Financing teams and co-funders to analyse national strategies with a particular focus on integrating DMPA-SC self-injection and other novel products into national health systems, routine family planning services, public-sector delivery channels and sustainable financing mechanisms.
  • Coordinate and refine CIFF’s strategy that links new product introduction, market shaping and integrated service delivery including on self-injection and other innovative solutions.
  • Prepare and present high-quality analysis and research, as required, to support cost effective implementation of self-injection and innovations through community health workers, primary health care and other innovative outlets including private sector.
  • Contribute to the production of programme strategy and the associated evidence base, alongside other team members, prior to a proposal’s submission for approval.
  • Identify and shape innovation opportunities that improve how health systems deliver contraception, including approaches that strengthen client autonomy, simplify service delivery, improve continuation, and enable routine availability of self-injection through public and mixed health systems.
  • Drive transition and integration plans with grantees and country partners so that self-injection moves from project-supported delivery into national policy, training, supervision, commodity security, data systems and routine family planning service delivery.

  Programme development, delivery & performance  

  • Manage CIFF’s portfolio of self- care/injection investments of live and active pipeline investment of c. $50-60M, in accordance with the sector priorities, including DISC and others
  • Manage investments that include direct partnerships with ministries of health, project coordination units, and consortiums
  • Set up and lead relevant partnerships to catalyze adoption of injectable contraceptives, including coordination on evidence, country readiness, regulatory and procurement pathways, partner roles, and transition from introduction to sustained availability and access.
  • Conduct regular county visits, join Joint Annual Review Meetings; and manage performance against key sector team indicators and targets, monitor and report internally on the performance of assigned portfolio identifying any recommended areas for change and course correction strategies

  • Apply agreed due diligence and risk management protocols appropriately throughout the development and delivery of proposals and programmes, to ensure the interests and reputation of the Foundation are protected.
  • Conduct structured feasibility analysis on investment proposals, using an appropriate range of methodologies and techniques, to ensure they are based on logical and robust assumptions, which can withstand scrutiny from the Executive Team (ET) and CIFF Board.
  • Working either with sector colleagues or independently, prepare summary reports, board reports and portfolio investment reports, ensuring these are produced to a high-standard and in a timely fashion, often within tight timeframes.
  • Co-ordinate the development of grant agreements, to forecast and process grant payments and to enable effective grant management and reporting within the organisation.
  • Experience leading or supporting market shaping, product introduction, commercialisation, or scale-up initiatives for new products, including engagement with both public and private sector stakeholders.
  • Working closely with and taking the advice and guidance of, the sector teams finance , other SRHR leaders in Choices, identify and embed appropriate monitoring and evaluation processes to all proposals and programmes.
  • Work as part of a team to shape and implement plans for scaling up, replicating or leveraging additional support for successful programmes and initiatives, in accordance with Foundation priorities.
  • Identify opportunities and options for improving processes, procedures and programme management approaches within (and beyond) the team, to support increased organisational efficiency and effectiveness.

Sector knowledge and profile-building

  • As required and in coordination with the Director serve the point of contact and advisor for self-care, innovation in health systems and demand-supply matching for relevant products
  • Maintain deep knowledge of SRHR, self-care, DMPA-SC self-injection, contraceptive markets and health-system integration, including country policy, domestic financing and market principles.
  • Contribute to thought leadership, advocacy and learning products that position CIFF as a catalytic leader on self-care and self-injection, with emphasis on government ownership, health-system integration, market shaping and sustainable transition to routine family planning services.
  • Support negotiations and coordination with Ministries of Health & Finance, ensuring alignment on targets, funding structures, and accountability mechanisms.
  • Represent CIFF in technical working groups and global conferences.

  Stakeholder and partner management

  •  Conduct rigorous assessment of potential partners across the self-care and self-injection ecosystem, including national governments, implementers, market-shaping actors, procurers, manufacturers, regulatory stakeholders and community-facing organisations.
  • Apply CIFF’s agreed account management disciplines and approaches in all dealings with programme partners and stakeholders, to ensure productive and professional relationships are maintained in a coordinated and strategic manner.
  • Working alongside senior colleagues, develop strategic partnerships that support government-led integration of self-injection, market entry and availability of novel contraceptives, co-funding, evidence use, and sustainable scale-up through national systems.
  • With external audiences, act as a knowledgeable and credible resource on CIFF’s self-care and self-injection agenda, convening partners around a shared transition and integration pathway for routine family planning services.

Skills & Experience  

  • Master's degree in public health (MPH), Public Administration (MPA), Business Administration (MBA), or equivalent academic and/or practical experience related to health systems, SRHR, or global health.
  • Direct, demonstrated implementation and leadership experience in health-system innovation and/or SRHR, preferably including self-care and self-injection.
  • Experience in geographies where self-care and SRHR innovation platforms are being supported would be an advantage, including but not limited to Uganda, Nigeria, Zambia, Malawi and Mozambique.
  • Demonstrable understanding of the factors affecting consumer uptake of SRHR products, and of the public- and private-sector levers CIFF can deploy to influence uptake.
  • Strong understanding of DMPA-SC self-injection, self-care policy and implementation evidence, and the practical requirements for integrating self-injection into national family planning
  • Knowledge of health markets in low- and middle-income countries preferred, including market development strategies, introduction readiness, pricing, procurement, regulatory pathways, generic product entry
  • Experience working within government systems and/or experience influencing the policies of government agencies, private sector organizations or donor organisations
  • Strong working knowledge of impact measurement, monitoring and evaluation
  • Effectively champions and promotes causes – credible and professional, they always present the Foundation’s programmes in a compelling way to engage the audience
  • English is CIFF’s business language – we expect all of our people to display outstanding verbal and written communication skills across all aspects of their role
  • Capacity to work in a range of cultural and socio-economic contexts, adapting style and approach appropriately and in a culturally sensitive manner to maximise effectiveness
  • IT proficiency (most specifically in Microsoft Word, Excel and PowerPoint)
  • A proven self-starter, who works with pace and resilience

Benefits

The starting salary for this role is £63,790.

CIFF operates a hybrid work policy across all locations, which means employees work in the office and some of the time from home. We are happy to provide more information on this as part of the recruitment process.
