Job Description
The roleAs a member of the Teifi Fyw programme team, you will support the development phase of an ambitious five-year programme of work. Teifi Fyw is a multi-partner initiative focused on restoring ecological and community resilience across the Teifi catchment through collaborative, non-regulatory interventions.Working closely with the Programme Manager and wider team, you will contribute to the successful delivery of the development phase by supporting agreed objectives, targets, and milestones, and ensuring accurate progress reporting.You will lead on the financial administration of the programme, ensuring that all processes are delivered effectively and in compliance with the requirements of the National Lottery Heritage Fund (NLHF) and other external funders. This will include maintaining robust financial records and ensuring adherence to Natural Resources Wales (NRW) policies and procedures, including procurement, health and safety, and wellbeing standards.As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Jones atInterviews will take place on 28 July 2026 through Microsoft TeamsWhat you will do Take the lead responsibility for finance and administrative duties for a 24-month development phase (running from spring 2026 to spring 2028) and a potential five-year delivery phase (running from autumn 2028 to autumn 2033).Working under the direction of the Programme Manager to compile and monitor the project budget and report on spend and forecasted spend.Assist the Project Manager in maintaining the project risk register, monitoring existing project risks and recording emerging risksEnsure that project spend is in line with the budget and report on any significant departures from the budget to the Programme ManagerEnsure that NLHF guidelines on expenditure are followed and ensure that supporting documentation complies with the requirements of all external funders and the Teifi Fyw partnership finance policy e.g. invoices and grant claims.Support Teifi Fyw partners in the preparations of their claims to NRW, and ensure that NRW prepares accurate claims to NLHF and other external funders so that all eligible expenditure is reclaimed.Improving ways of working and offering suggestions for change. Learning from experience and constructive feedbackSupport the Programme Manager in preparing progress reports and claims for Welsh Government and other external funders.Work with the programme team and under the guidance of the Procurement Team to set up framework contracts where necessaryUndertake health and safety duties and responsibilities appropriate to the postBe committed to Natural Resources Wales Equal Opportunities and Diversity Policy , together with an understanding of how it operates within the responsibilities of the postBe committed to your own development through the effective use of your personal development plan (known as Sgwrs).Required to take part in incident response activities.Any other reasonable duties requested commensurate with the grade of this role.Your qualifications, experience, knowledge and skillsIn your application and interview you will be asked to demonstrate the following skills and experience using the STAR method. A sound administrative and financial background with knowledge of accounting systems and standards with an understanding of the importance of accuracy and keeping robust records.Accounting Technician Qualification or Qualified by Experience.Knowledge of 'Managing Welsh Public Money' Principles & HMT's 'Classification of Receipts'.Knowledge and understanding of a Finance Scheme of Delegation and experience of balancing financial governance requirements with a practical, solutions-focused approach that enables partnership working and community-led activity.IT literate and evidence of being fully conversant of the functions of Microsoft Excel (experience of using formulas, pivot tables etc).Strong interpersonal, verbal and written communication skills, with proven experience of working collaboratively in a team environmentEffective self-management and organisational skills, including the ability to work within a project framework, plus the ability to demonstrate initiative and commitment.Welsh Language level requirements Essential: Level A1 - Entry levelWelsh language levelsPlease note if you do not meet the A1 requirement i.e., ability to understand basic phrases and ability to pronounce Welsh names correctly, then NRW offers a variety of learning options and staff support to help you meet these minimal requirements during the course of your employment with us.Additional InformationSuccessful applicants will be subject to a satisfactory Disclosure and Barring Service Check (DBS) check.
