Compliance & Commissioning Lead (SEND)

Help shape high-quality SEND services and make a lasting difference for children and young people.

We are looking for a proactive and collaborative Compliance & Commissioning Lead to drive quality, compliance and service improvement across our SEND partnership.

This is a key leadership role where you'll work closely with education, health and social care partners, ensuring services are effective, compliant and focused on achieving the best outcomes for children, young people and families.

ROLE & PURPOSE OF JOB:

Working across education, social care and health agendas to ensure the delivery of the system and service changes needed to support the optimisation of outcomes for children and young people with SEND.

Maintain up to date knowledge of current service developments nationally and locally with up to date knowledge of current legislation, policy and guidance and research to support good practice in SEND. To have knowledge and understanding of the responsibilities and processes relating to safeguarding children and young people.

Ability to apply the principles and practice of:

• Effective people management;
• Excellent customer service;
• Appropriate risk management.

This post will be pivotal in supporting the achievement of high performance in SEND by:

• working with internal and external partners to ensure that appropriate intelligence and performance data is gathered;
• co-ordinate the production of tools to deliver performance information;
• produce reports and performance information as required by the Head of SEND Services; SEND Strategic Board, SEND Designated Clinical Officer (DCO).

Lead on the delivery of projects aligned to wider service improvement plans.

To contribute to the delivery of outcomes oriented to services which promote children and young people's health, safety, achievement, enjoyment, contribution and economic well-being within the City of Hull.

To play a key role in the performance and quality assurance processes that ensures the service and pathway are effective; developing evidence-based quantifiable outcomes to achieve financial gain (where appropriate) and embedding these approaches in strategies for service delivery.

Ensuring local area partners are fully engaged in and committed to a strategic approach to improving outcomes for children and young people with SEND and that this is sustainable, by building on existing strengths, disseminating good practice and promoting a culture of SEND continual improvement by having a key role in the performance and quality assurance processes across the partnership.

Oversight and co-ordination of commissioned workstreams, systems and processes, holding the services accountable for the timely, effective, and co-ordinated delivery of various SEND improvements

PRINCIPAL ACCOUNTABILITIES:

1 To promote and safeguard the welfare of children, young people and/or vulnerable adults.

2 Strategy -Support the Head of SEND to develop, communicate, and implement clear evidence-based improvement plans and policies for the development of services.Contribute on behalf of the SEND service and as team member of the senior management team under the Head of Service, to the strategic development of the SEND and implementation of the SEND Strategy and the Joint SEND commissioning Strategy.Ensure Strategic planning takes account of and responds to the diversity, values and wider local and national SEND agendas.

3 Customer Focus - With the support of the Head of service, build on the SEND service vision of engagement, participation, and inclusion, ensuring these principles are clearly articulated and acted on effectively by all stakeholders and partners.Motivate and work with others to create shared cultures.Participates in a network of local, regional national contacts to ensure opportunities for collaborative working are exploited.

4 Performance Management - To facilitate and co-ordinate with the SEND Team Manager the development of a range of improvements and recommendations as identified in the:Joint Ofsted/CQC local SEND Inspection Accelerated Progress Plan;Operational SEND Development Action Plan ;Joint Commissioning Strategy for SEND 2021 - 2024;Hull SEND Strategy 2021 - 2024;Hull's Children Young People and Families Plan 2019 - 2023.Will undertake evaluation and impact analysis in relation to funding and initiatives across the city, areas, and settings.Effective supervision of staff to secure high levels of performance.Proactively ensure all colleagues within the SEND team are fully aware of both their individual and management responsibilities, ensuring compliance with information governance legislation, Council policies and procedures.Contributes to and actively supports the strategic development of the team and SEND services by sharing and promoting a common understanding of complex data strands, underlying methodologies, uses and limitations of data.The provision of timely intelligence and accurate analysis of data, including annual statistical reporting at a city, area and setting level, to support the service in achieving its strategic objectives.To update and maintain an accurate self-evaluation of the local authority and CCG's effectiveness in identifying and meeting the needs of children and young people with SEND, ensuring that this considers information gathered from parents, children, and young people.

5 Leadership - Lead on the development and design of any relevant evaluation report which includes consultation review and engagement with key stakeholders and critical partners.Lead on the CCG and Local Authority performance management, compliance and commissioning responsibilities for children and young people aged 0-25 with a special education need and/or disability (SEND).To support the Head of SEND in leading on co-ordinating commissioned services and SEND improvement workstreams, ensuring services are in place and are delivering the outcomes expected.To act as a professional exemplar, modelling good practice in SEND, applying Hear by Rights and participation strategies to ensure children, young people and their families are meaningful participants in decision making processes about commissioned services that affect them as individuals. Ensure all decisions and interventions which impact on delivery and management are supported by evidence and up to date intelligence. Develop and maintain networks with key partners and senior leaders across Hull ensuring there is alignment between local, regional and national initiatives.

6 Statutory Obligations -Respond to emerging conventions and changes in practice, and build solutions to legislation changes with regard to the collection, aggregation and reporting of key data.The above duties may involve having access to information of a confidential nature, which may be covered by the Data Protection Act. Confidentiality must be maintained at all times.Represent the service at meetings with professional practitioners, partners, and government representatives.To inform the Head of Service (SEND) of any changes in the operational environment including customer satisfaction issues.Assists in the design of, develops and actively support the use of appropriate platforms that enable electronic access to and the dissemination of information and intelligence; maximising efficiencies in the use of available and emerging technologies.
