- Qualification - Postgraduate Certificate in Education (PGCE), Qualified Teacher Status (QTS) or similar relating to Education Training & Employment
- Casual Car Documentation - The successful candidate will be a designated Casual Car User, which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.
- DBS (Disclosure and Barring Service) clearance - this post is covered by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (amended in 2013). Appointable candidates will be required to apply for an Enhanced Disclosure and Barring Service (DBS) check. Information provided by you or the DBS will be dealt with in a confidential manner and in accordance with the DBS Code of Practice which can be viewed here. We have a policy on the Employment of Ex-Offenders, and it is available upon request.

We are seeking a proactive and passionate Education, Training and Employment (ETE) Officer to join our dynamic team. As the Youth Justice ETE Officer, you will lead on all matters relating to education, training, and employment for children and young people engaged with the Youth Justice Service. You will play a vital role in helping young people overcome barriers such as exclusion, poor attendance, and disengagement, supporting them to access and sustain meaningful education, training opportunities, apprenticeships, and employment. This role is key to improving life chances, promoting social inclusion, and supporting Manchester’s wider goals around reducing youth offending and inequalities.About the Candidate

We are looking for a motivated and experienced professional with a passion for improving outcomes for children and young people.
You will be able to demonstrate that you can:- Act as the lead professional for ETE within the Youth Justice Service
- Assess and monitor the ETE needs of young people, ensuring all statutory requirements are met
- Develop and deliver tailored ETE plans as part of intervention programmes and court orders
- Work directly with young people to build motivation, confidence, and employability skills
- Establish and maintain strong partnerships with: Schools and Pupil Referral Units; Colleges and training providers; Local employers and apprenticeship schemes; Manchester-based education and employment initiatives
- Advocate for young people to secure appropriate placements and opportunities
- Support transitions into post-16 and post-18 provision
- Track attendance, participation, and outcomes, ensuring accurate case recording
- Contribute to risk assessments, safeguarding processes, and multi-agency planning
- Deliver both 1:1 and group-based interventions focused on ETE pathways

- Has a strong understanding of the barriers faced by young people in the youth justice system
- Is knowledgeable about local ETE provision and labour market opportunities across Greater Manchester
- Can confidently engage and motivate young people who may be resistant or disengaged
- Works effectively within a multi-agency, partnership-driven environment
- Demonstrates strong organisational, communication, and case management skills
- Is committed to equality, inclusion, and improving outcomes for vulnerable young people
