Job description

The PPS is the principal prosecuting authority in Northern Ireland. In addition to taking decisions as to prosecution in all cases initiated or investigated by the police, it also considers cases initiated or investigated by other statutory authorities, for example HM Revenue and Customs. The PPS sits at the heart of the criminal justice system. The PPS works in partnership with the Department of Justice; the Northern Ireland Courts and Tribunals Service; the Northern Ireland Prison Service; the Police Service of Northern Ireland; the Probation Board for Northern Ireland; and the Youth Justice Agency, as part of the Criminal Justice System Northern Ireland.

Responsibilities

• Disclosure of material and/or application of exemptions in response to Freedom of Information and Data Protection requests in accordance with the appropriate legislation and statutory requirements.
• Assessment and management of information disclosure requests from third parties (for example, regulatory bodies regarding fitness to practice).
• Researching/identifying relevant material for disclosure ensuring compliance with the appropriate. legislation
• Assisting the Information and Disclosure Manager in making information/ disclosure available to a wide range of stakeholders in accordance with the legislative requirements and protocols of the various bodies.
• This includes researching and provision of material to the Coroner’s Office in respect of Inquests (including legacy material), as well as the management of disclosure to ICRIR.
• Working collaboratively with a wide range of organisations including the Probation Board, Home Office and NI Government departments in the provision and disclosure of material under the various disclosure regimes.
• Management and monitoring of complaints and victim requests for review, providing advice, analysis and reports to senior management, updating policy and guidance as required.
• Ongoing engagement with the PPS Independent Assessor of Complaints.
• Management of internal requests for files in storage.
• Management of sensitive material (including classified material) held by the PPS, and ongoing quality assurance of the storage arrangements.
• Provision of relevant FOI/DPA/third party disclosure advice to the Information and Disclosure Manager, the Head of Policy and Information and members of the senior management team as required.
• Carrying out agreed functions as the PPS’s Deputy Departmental Assembly Liaison Officer (DALO), including ongoing engagement with the Department of Justice and the NI Assembly’s Committee for Justice.
• Supporting the development and implementation of relevant databases to manage and monitor cataloguing and indexing of historical/legacy materials.
• Conduct of information audits.

Skills and Qualifications

Essential Skills

• Applicants must, by the closing date for applications: 1. Have at least 2 years’ practical experience of working in an information or disclosure management role, dealing with
• The disclosure of information under the Freedom of Information Act 2000 and Data Protection Act 2018; and
• Managing organisational requirements in respect of the disclosure of confidential and sensitive information and materials to statutory bodies and external stakeholders; and
• Providing advice at organisational level about the management of information, including sensitive paper and electronic records, and information risk.
• AND A minimum of 2 years’ experience of effective leadership, setting strategic direction and managing resources to successfully deliver business objectives in a complex and changing environment;
• AND A minimum of 2 years’ experience of building constructive, positive and collaborative partnerships with a diverse range of stakeholders including senior management, to effectively deliver significant organisational objectives.
• AND Hold a Practitioner level qualification in Data Protection or equivalent.
• OR Be prepared to obtain the qualification within 12 months of taking up post.
