Project Manager

The Pride in Place Programme is a new government funding programme, aimed at putting power into the hands of local people in some of the most in-need neighbourhoods across the UK, so that they can decide how to regenerate their local area. It gives communities control of £2m every year for the next 10 years, to be spent on projects that will make a real difference to the neighbourhoods they live in.
The West Fife Villages Pride in Place Neighbourhood Board are seeking an experienced Project Manager to lead the implementation of the Neighbourhood 10-year vision and Investment Plan.
Accountable for implementing and overseeing a live and iterative risk register, ensuring proactive management and mitigation measures are in place, with accountability for addressing issues and ensuring these are effectively resolved
Implement and manage a robust application and assessment framework to enable the Neighbourhood Board to receive, consider and allocate funding for projects on a fair, consistent, inclusive, relevant, and transparent basis
On project approval, manage the drafting, issuing and monitoring of grant funding agreements clearly setting out the terms of the contractual relationship and ensuring subsequent claims are correct and compliant with programme requirements and the council's decision-making process
Accountable for all financial and programme delivery reporting, including timely and accurate information relating to the tracking, recording, reporting and cash flow of all programme expenditure
Accountable for ensuring all monitoring and evaluation requirements are fulfilled, with accurate and timely drafting of performance returns to MHCLG
Collaborate with the Communications and Engagement teams to develop and deliver supporting communication and engagement plans
Model council values and behaviour, including wider best value principles, and support realisation of the council's role as the accountable body
Ensure all activities comply with the council's constitution, policies and procedures, including financial regulations and relevant legislation such as Data Protection Act, health and safety and safeguarding responsibilities
Uphold and promote the council's equality, inclusion and diversity policies. Educated to degree level or proven relevant industry experience
Experience of working collaboratively with Senior Management, politicians, and other key senior stakeholders, evidencing credibility and impact as a leader
Experience of working with residents and partners to promote and celebrate diversity
Significant experience of administering large, complex projects, and government funded regeneration programmes
Experience across all aspects of contract management, including monitoring and evaluation, and procurement regulations
Deep experience of cross-sector partnership working and complex stakeholder engagement, including working collaboratively with diverse local communities and demonstrating leadership in equality and diversity
Experience of strength-based and participatory approaches to working with residents and partners
Senior experience of strategic decision-making, including anticipating risks and leading the resolution of complex and sensitive issues
Ability to develop practical delivery plans from strategic objectives.
Understanding of public sector service delivery and change management.
