Job Description The Senior Specialist, Estates & Property is the single point of accountability for day-to-day and strategic management of Phillips 66 UK land, property, and rights portfolio, ensuring the business is protected, compliant, and positioned to create value from land and property ownership. This role acts as the central UK front door for land and property matters, translating complex issues into clear commercial options and well-prepared instructions for legal support. You will maintain complete land and property records, key dates, obligations and risk controls, while supporting critical infrastructure interfaces, third-party access requirements and wider business delivery. The position also plays an important role in identifying value creation opportunities across the estate, including disposals, leasing opportunities, redevelopment pathways and strategic land use as assets are rationalised or decommissioned. Key Responsibilities
- Lead management of leases, tenancies, easements, wayleaves, licences and other land rights, including renewals, rent reviews, dilapidations and dispute avoidance.
- Maintain a single source of truth for land titles, agreements, documents and trigger dates, and drive action on renewals, notices, inspections and consent obligations.
- Manage landlord, tenant, occupier, agent and third-party land requests, including crossings, access, highway/statutory agreements and operational interfaces.
- Support operational and strategic projects by securing property consents, access rights and documentation needed for safe, timely delivery.
- Oversee property compliance interfaces, planned inspections and statutory requirements, ensuring responsibilities, actions and evidence are clear and auditable.
- Partner with legal, finance, operations and external stakeholders to manage risk, control spend and deliver commercially sound outcomes.
- Lead land and property activity linked to integration work, including additional titles, documentation anomalies, transfer requirements and prioritisation of higher-risk interfaces.
- Negotiate and coordinate execution, through legal support, of leases, farm tenancies, easements, licences, options and deeds of variation, ensuring consistent commercial standards and risk controls.
- Help shape land and property value opportunities through disposals, leasing, planning-led development and long-term portfolio optimisation.
- You will bring proven experience managing a portfolio of land and property interests, including landlord and tenant issues, lease events, renewals, rent reviews, disputes, compliance and documentation quality.
- You should also have practical understanding of leases, easements, wayleaves, licences, farm tenancies, third-party access agreements, and UK planning and development frameworks.
- Experience supporting planning applications, consultations and land strategy where operational infrastructure, rights of way or Section 106 obligations may be affected.
- Strong written communication, commercial judgement and the confidence to manage complex or time-critical issues with a calm, authoritative approach.
- Familiarity with property compliance frameworks, such as gas safety, EICRs, EPCs and licences, and experience managing inspections, action tracking and HSE/compliance interfaces.
- High attention to detail in record keeping, document management, critical dates and documentation quality.
- Experience in industrial or energy infrastructure environments, particularly where land matters interact with pipelines, terminals, rail interfaces, COMAH-adjacent contexts or statutory bodies.
- Understanding of CPO processes, highways agreements and planning consultation response.
- Experience of property integration or M&A documentation cleanup, system migration, and business case development for land value opportunities.
