Job Summary
We are recruiting for two Programme Director roles within Homes England, both of which will play a critical role in delivering the Agency’s ambitious transformation agenda. Working alongside Ian Workman, Chief National Officer, and Amy Pritchard, Director of Enterprise Portfolio and Change, the successful candidates will lead complex, high-profile programmes that are central to achieving Homes England’s strategic objectives.
These are rare opportunities to join Homes England at a pivotal moment, leading major programmes with significant organisational and national impact. Both roles require exceptional strategic leadership, stakeholder management and programme delivery expertise across large-scale public sector transformation.
The Two Roles Are
- Programme Director – Help to Buy Transformation Responsible for transforming the Agency’s existing Help to Buy model, including public sector procurement, government financial products and the delivery of GDS-compliant customer-facing services.
- Programme Director – Integrated Change Programme Responsible for driving organisation-wide operating model reform, including extensive systems, technology and data change across the Agency.
Both roles will lead highly complex, interdependent programmes, ensuring effective governance, commercial oversight, benefits realisation and successful delivery outcomes.
The Programme Director will set the strategic direction for highly complex transformation programmes, leading the delivery of interdependent workstreams that support Homes England’s long-term strategy and business objectives.
The role holder will provide visible senior leadership across major change programmes, ensuring robust governance, financial discipline, effective assurance and successful programme delivery. They will work collaboratively across the Agency and wider government landscape to drive organisational improvement and deliver lasting impact.

You will be an experienced senior programme delivery professional with a proven track record of leading large-scale, complex public sector transformation programmes involving people, process and technology change.
You will be comfortable operating in highly complex environments, influencing at senior levels and leading organisations through significant transformation. You will bring strong commercial acumen, excellent communication skills and the ability to inspire and motivate high-performing teams.

- Experience establishing and operating governance, assurance and financial management frameworks for major programmes.

- Extensive experience managing strategic risks, issues and dependencies across complex organisational environments.
- Demonstrable experience in benefits realisation planning, measurement and long-term impact assessment.
- Strong stakeholder engagement skills with experience influencing senior leaders and cross-government partners.
- Experience leading multi-disciplinary teams and creating inclusive, high-performing environments.
- Familiarity with user-centred design, GDS Service Standards and DDaT principles.
