Compliance Monitoring Programme Manager, Guernsey

An international life assurance provider is seeking an experienced compliance professional to lead and deliver its risk-based Compliance Monitoring Programme. This influential management role will provide independent assurance over the effectiveness of regulatory controls, strengthen the wider compliance framework and support effective oversight by senior management and the Board.

Key Responsibilities
• Develop, maintain and deliver the annual risk-based Compliance Monitoring Programme.
• Assess the design and operating effectiveness of regulatory and financial crime controls.
• Lead thematic and targeted reviews across key business activities.
• Identify control weaknesses, regulatory risks and areas of non-compliance.
• Produce clear, evidence-based reports covering findings, root causes and remediation actions.
• Develop meaningful compliance management information for senior management and Board reporting.
• Lead, support and develop the compliance monitoring team, ensuring consistent, high-quality delivery.
• Track remediation activity and escalate material risks, findings or delays appropriately.
• Continually enhance monitoring methodologies, governance, documentation and reporting.
• Provide compliance and financial crime expertise on relevant projects and business changes.
• Undertake Nominated Officer/Deputy MLRO responsibilities, including the assessment of internal suspicious activity reports.

What You Need
• Extensive experience in compliance, AML/CFT/CPF, risk or regulatory assurance, ideally including at least five years within a compliance environment.
• Strong, demonstrable experience of compliance monitoring or assurance frameworks.
• Previous people management experience is essential.
• A thorough understanding of Guernsey regulatory requirements and AML Handbook expectations.
• Proven ability to assess control frameworks, identify regulatory risks and provide constructive challenge.
• Experience preparing high-quality reports and management information for senior management and Boards.
• Strong analytical, root-cause analysis and problem-solving skills.
• The confidence to influence and challenge stakeholders at senior levels.
• A relevant professional qualification, such as an ICA Diploma, or active progress towards one.
