Purpose of Job

Blended concessional finance contributes to EBRD’s ability to fulfil its transition mandate. Over 60% of the Bank’s investments are supported by donor funding through technical cooperation grants and blended concessional finance instruments (capex/incentive grants, concessional debt, funded/unfunded concessional guarantees, risk-sharing mechanisms). In the current external environment of declining Official Development Assistance resulting from the global poly-crises, EBRD is developing an updated approach to sourcing and using concessional donor funds in line with the Bank’s Strategic Capital Framework (SCF) 2026-30 and its new Donor Strategy 2026-30.

The Impact & Partnerships Blended Finance team is a joint unit of the Impact and Donor Partnerships departments within the Vice Presidency Policy & Partnerships with the mandate to provide seamless end-to-end services, from EBRD banking teams to donors, in the strategic sourcing and using of concessional donor funds to maximize the leverage, private capital mobilisation and impact of EBRD’s donor funds in support of the Bank’s operations and strategic objectives. The Analyst is a member of the blended finance team with responsibilities to (i) contribute to donor strategies and policies, (ii) conduct donor funds and blended finance analysis; (iii) contribute to blended finance project reviews, (iv) contribute to donor partnership and blended finance training and knowledge products and (v) support stakeholder management.

Background

The I&P’s Strategy and blended Finance team is a joint initiative of the Impact and Donor Partnerships departments within the Vice Presidency Policy & Partnerships. Responding to the changing external donor environment and recognizing the importance of donor funds to facilitate the Bank’s strategic business and impact objectives, I&P’s integrated blended finance team aims to provide seamless end-to-end services, from EBRD banking teams to donors, in sourcing and using concessional donor funds.

The unit comprises of 10 full-time staff from Impact and Donor Partnerships delivering five key functions:

Donor strategy and policies Donor funds and blended finance analysis, reporting and thought leadership A blended finance advisory function The blended finance compliance function to ensure adherence to the DFI Principles for the Use of Blended Concessional Finance for Private Sector Projects and the Bank’s Staff Guidelines for the Use of Blended Concessional Finance Donor partnerships and blended finance training and communications Internal and external stakeholder management.

The team is embedded in both the Impact and Donor Partnerships departments to contribute to the implementation of and reporting on the Bank's transition results architecture and management of donor funds and partnerships in line with the SCF2026-30, associated strategies and approaches and the Operations Manual.

Facts / Scale

EBRD manages an active portfolio of about EUR 6bn in donor funds. On the supply side, for the sourcing of concessional donor funds, the EBRD blended finance team collaborates with Donor Partnerships and banking teams in the structuring and review of up to 100 funding proposals and contribution agreements per year.

On the demand side, regarding the use of concessional donor funds, the team reviews about 400 blended finance transactions per year, assesses their alignment with the DFI blended finance principles and the Bank’s Staff Guidelines for the Use of Blended Concessional Finance as part of the operational cycle and issues recommendations to the Bank’s Operations Committee.

The team is the custodian of the Bank’s Blended Finance Staff Guidelines for the Use of Blended Concessional Finance and is responsible for the Bank’s reporting on donor funds and blended finance data, delivers training and knowledge products and represents the Bank in various donor partnership and blended finance platforms and working groups.

Accountabilities & Responsibilities

Under the guidance of the Associate Director Blended Finance and senior team members, the analyst is responsible for:

Donor strategies and policies: Contribute to the development and implementation of donor strategies and policies, including annual donor strategy implementation plans as well as updates to donor strategies and policies; Donor fund analytics, reporting and knowledge generation: Conduct donor fund data analysis, including but not limited to (i) regular analysis and presentation of global trends and strategic directions in the development of Official Development Assistance (ODA); (ii) production of aggregate donor fund analytics for EBRD, including the Annual Donor Report and Annual Funding Outlook, and managing the response to at least 10 donor fund analytics requests p.a.; (iii) provide EBRD’s blended finance data contributions to relevant external reports and publications; (iv) support the preparation of donor fund presentations (5-8 per year); (iv) contribute to knowledge pieces related to sourcing and using of donor funds in the current environment; Blended Finance: Contribute to the weekly project review for the Operations Committee and other related committees such as SBIC and EquityCom and the assignment of blended finance ratings for project alignment with the DFI Enhanced Principles for the Use of Blended Concessional Finance in Private Sector Operations and EBRD’s Staff Guidelines for the Use of Concessional Finance, covering both projects for OpsCom and SBIC; conduct benchmarking analysis and other relevant blended finance analytics; Training development and delivery: Contribute to the development of training material and the delivery of a monthly training program on relevant topics related to donor fund strategies, policies, analytics and blended finance instruments and guidelines in order to upskill Bank teams, new joiners, Board members and other audiences in the understanding of eligibility criteria of existing donor funds, drivers and justification for the use of donor funds; provide learnings on donor-related processes as well as blended finance structures and governance, and maintain a resource base and training library for donor fund related and blended finance information; Communication and stakeholder management: Support team members in the organization of stakeholder events, including the Annual Donor Meeting and the monthly Donor Network; assist team members and managers with technical briefings, analyses and presentations, e.g. in preparation of EBRD board meetings.

Knowledge, Skills, Experience & Qualifications

Qualifications and Skills:

Master’s degree in economics, finance, business administration or equivalent. Demonstrated data analysis skills with the ability to interpret numerical data information and to present key findings in presentations. Understanding of donor fund landscape, key trends and structures using donor funds for supporting MDB/DFI investments through technical assistance and blended concessional finance, knowledge of relevant blended finance instruments Knowledge of blended finance principles, conceptual approaches, guidelines, analytics, grant equivalent methodologies, financing structures and applicable policies; Experience in a private sector focused MDB/DFI’s operational project approval cycle; Experience in key blended finance data analytics; Fluent in Windows XP: Microsoft Outlook, Word, Excel, PowerPoint; experience in quantitative programs (STATA, R etc.) is a plus Good understanding of relevant systems and processes. Ability to work effectively as a team member and to deadlines and under time pressure. Fluent written and oral communication skills in English Managing multiple tasks to meet varying deadlines Completing tasks to a high degree of accuracy Working well as part of a multi-national/multi-cultural team
