Outline of the role:
This is a key position responsible for leading medium to high value, high-risk procurement projects within a complex public sector environment. You will work closely with internal stakeholders, government bodies and external partners to deliver compliant, value-driven commercial outcomes aligned with the Scottish Model of Procurement.
Key Responsibilities
- Lead end-to-end public sector procurement activity, from pre-market engagement through to contract award and management
- Deliver procurement projects in line with Scottish procurement legislation, policy and governance requirements
- Manage and resolve contractual issues including negotiations, variations, breach management and supplier performance
- Build strong relationships with stakeholders across the organisation and wider public sector
- Provide expert guidance on procurement strategy, risk management and sustainability
- Support audit compliance and ensure adherence to public sector governance standards
- Develop and monitor KPIs, savings and performance metrics across procurement activity
We would love to hear from you if you can demonstrate the following
- Proven experience in public sector procurement, including managing medium to high value/risk projects end-to-end
- Strong understanding of public procurement regulations, policies and compliance frameworks
- Experience using e-procurement systems such as Public Contracts Scotland (PCS) and PCS-Tender
- Demonstrable ability to lead supplier selection, tender evaluation and contract management in a regulated environment
- Strong stakeholder engagement skills with the ability to influence across diverse public sector settings
- Analytical capability to interpret spend data and procurement performance metrics
