We are seeking an experienced and influential clinical leader to join the Chief Medical Officer's team as Associate Chief Medical Officer for Medical Workforce. This exciting opportunity will lead our Trust-wide Job Planning Improvement Programme and play a key role in shaping a high-performing, sustainable and engaged medical workforce. Job Planning Improvement Programme
Acting on behalf of the CMO, lead the Trust-wide Job Planning Improvement Programme, positioning job planning as a central enabler of quality, productivity, workforce experience and financial sustainability. Provide strategic oversight and delivery of a multi-strand programme that transforms both the quality and impact of job planning across the organisation. Lead the development of training and education approaches that support Clinical Directors and clinicians to undertake high-quality, meaningful job planning, embedding it as a professional and developmental process rather than a transactional exercise. Drive service engagement and team-based job planning, working closely with Divisional teams to ensure job plans are developed in the context of team objectives, service models and operational delivery requirements. Ensure strong alignment between job planning and demand and capacity modelling, enabling services to better match workforce deployment to patient need, and supporting data-informed decision-making Establish and lead a robust quality assurance framework, including chairing the Job Planning Consistency Group, to ensure equity, transparency and consistency in job planning across the Trust. Drive delivery against key performance indicators, including improvements in job planning completion and sign-off rates, and strengthened reconciliation between contracted and delivered Direct Clinical Care (DCC) activity. Support divisions to use job planning as a mechanism for service redesign, productivity improvement and workforce optimisation, rather than solely a compliance requirement Workforce Productivity, deployment and transformation
Provide clinical leadership for initiatives that improve the productivity, utilisation and effectiveness of the medical workforce. Promote the use of data and analytics to support improved understanding of clinical activity, workforce deployment and service performance. Work with Divisions and corporate teams to ensure that workforce systems and processes support safe staffing, efficient use of resources and delivery of high-quality care. Support the development of approaches that better align workforce capacity with patient access and service demand Workforce Governance and Assurance
Ensure that all medical workforce programmes are underpinned by robust governance, risk management and quality assurance processes. Promote consistency, equity and transparency across workforce practices, particularly in relation to job planning, rostering and workforce deployment. Work with Divisions to identify and address unwarranted variation in workforce practice, using data and insight to support continuous improvement. Strategic Clinical Leadership and Influence
Act as a visible and credible clinical leader across the Trust, representing the CMO in key forums relating to medical workforce and organisational performance. Lead complex and sensitive discussions relating to job planning, workforce performance and service change, maintaining strong clinical engagement and trust. Build effective relationships across professional groups to support collaboration, engagement and shared ownership of workforce challenges. - Registered Medical Practitioner with a licence to practise.
- Evidence of continuing professional development.
- Formal leadership or management qualification, or equivalent experience.
- Postgraduate qualification in leadership, management or healthcare (or equivalent experience)
- Evidence of advanced leadership development (e.g. NHS Leadership Academy or equivalent)
- Training in quality improvement or service transformation methodologies

- Experience of leading complex organisational change programmes.
