Policy and Regulation Manager

Role Overview:

A specialist residential services, care and educational facility are looking to appoint an experienced Policy and Regulation Manager within their Central Services based in Doncaster.

The Policy and Regulation Manager will work collaboratively with the Quality Governance Manager and the Quality Team in order to support good governance and service improvement across the Group, leading to positive experiences and outcomes for people they support, their families and the commissioners of the services.

Key Responsibilities:

The Policy and Regulation Manager will work to ensure that the company operates within the required legal/regulatory framework. This is specifically:

• The Children Act 1989 and Care Standards Act 2000 as they apply to Children’s Homes and the Children’s Homes Regulations and Quality Standards 2015.
• The Health and Social Care Act 2008 as it applies to Adults Residential Social Care, Health and Social Care Act Regulated Services Regulations 2014, and Registration Regulations 2009 and the Fundamental Standards (Adult Social Care).
• The Education (Independent Schools Standards) Regulations 2014.
• Any associated legislation relating to the rights, safety and wellbeing of adults and children living in the Group’s residential care services and that of their workers. For example, MCA 2005 and DOLS, Health and Safety at Work Act 1974 and regulations, Data Protection Act 2018, Working with Vulnerable Groups/DBS processes, etc.

2. The Policy and Regulation Manager is responsible for developing, writing and maintaining up to date and responsive company policy and guidance. The postholder will do this by:

• Application, maintenance and development of own knowledge and experience.
• Keeping up to date with planned and actual changes to the law.
• Researching best practice.
• Attending relevant training and development opportunities.
• Seeking the expertise and input of relevant other managers and practitioners at the Group, e.g. Operations, Human Resources, IT, Health and Safety, Workforce/Learning and Development, Information Governance, Therapeutic Services.
• Maintaining and extending personal knowledge and awareness of local and national political agendas in relation to health, education and social care.
• Seeking external legal advice where this becomes necessary.

3. The Policy and Regulation Manager will oversee regulation activity across all services and provide support for operational and strategic managers, including the Group Board in understanding and meeting their current and upcoming legal obligations. To help the Group develop strategies to manage potential and actual regulatory risk.

4. The Policy and Regulation Manager will additionally:

• Support the organisation with regulatory due diligence exercises.
• Be proficient in all relevant software applications and keep IT skills updated as needed.
• Participate positively in their own supervision and appraisal process.
• Continue to develop their own practice and identify personal learning and development needs.
• Carry out specific tasks and assignments that may include investigation, analysis, report writing, ad hoc project work, and writing of briefs.

• Health and Social Care Act Regulated Services Regulations 2014.
• Registration Regulations 2009 and the Fundamental Standards (Adult Social Care).
• Any associated legislation relating to the rights, safety and wellbeing of adults and children living.

Personal Specification:

• Experience at senior management level within a relevant social care or health setting.
• Experience of detailed policy and report writing or equivalent skills.
• Ability to communicate effectively at a range of levels – from Support Workers to Board members.

Qualifications and Experience:

• Nursing or Social Work Diploma/Degree or equivalent.
• Relevant management qualification.
• Experience at senior management level in care and health sector.
• Experience of work in the regulatory sector or role as quality and compliance manager.
• Experience or working with people with learning disability and complex needs.
