What is the job role?
We are seeking an experienced Change Manager to help identify, shape and deliver the changes required to achieve the Council’s priorities. This role is central to ensuring that transformation activity translates into meaningful, measurable benefits for residents, communities and the organisation.
A key emphasis of the role is supporting people through change and embedding a culture where the customer is at the heart of everything we do. As a Council, we continue to operate in an environment of significant and ongoing change, often at pace. We are therefore seeking an individual who demonstrates personal resilience, adaptability, and the confidence to work flexibly across a diverse and complex organisation.
You will be comfortable supporting all stages of the change journey from early discovery and design through to implementation and post‑delivery review while maintaining a clear focus on outcomes and benefits. In particular, we are looking for someone who can:
- Define, track, and create plans to realise benefits arising from change and transformation activities
- Translate change programme priorities into clear, measurable outcomes
- Use data and insight to inform decision making, evidence impact, and support continuous improvement
- Ensure benefits are sustained beyond implementation and embedded into business‑as‑usual ways of working
