The Opportunity

Our client is seeking an experienced Senior Landowner & Stakeholder Manager to support the delivery of a major 110kV cable route project in Germany. This role will act as the primary interface between project stakeholders, authorities, landowners, utility providers and construction teams throughout the construction and close-out phases of the project.

The successful candidate will take ownership of all land access, stakeholder engagement, authority coordination and permitting activities, ensuring that project obligations are met through to final completion and handover.

Key Responsibilities

Landowner Management

• Act as the primary point of contact for landowners and tenants throughout the project lifecycle.
• Organise and attend landowner meetings, consultations and site visits.
• Support easement, access rights and compensation negotiations.
• Coordinate property condition surveys before and after construction activities.
• Oversee restoration activities and final acceptance processes.
• Manage landowner queries, claims and compensation matters through project close-out.

Stakeholder & Authority Management

• Build and maintain strong relationships with key external stakeholders including:
  • Deutsche Bahn (DB)
  • E.DIS
  • Municipal Authorities
  • Road Authorities (Straßenmeisterei)
  • Water Protection Authorities
  • Environmental Authorities
  • Other project-relevant stakeholders
• Lead communication with Water Protection Authorities, including dewatering and environmental reporting requirements.
• Coordinate permit amendments, authority approvals and regulatory submissions.
• Manage approvals relating to temporary access roads, bridges and construction access requirements.

Utility & Infrastructure Coordination

• Coordinate interfaces with utility owners and affected third-party organisations.
• Support utility crossings, protection measures, investigations and construction agreements.
• Liaise with relevant project parties regarding parallel installation activities within the corridor.

Construction Support

• Attend stakeholder, authority and project coordination meetings.
• Support construction teams during project execution.
• Monitor permit conditions and approval requirements.
• Ensure project compliance with authority obligations and regulatory requirements.

Project Deliverables

The successful consultant will retain responsibility for stakeholder and landowner activities through to:

• Completion of the cable route project (target May 2028).
• Closure of all permitting and authority requirements.
• Resolution of all landowner compensation matters.
• Completion of restoration and reinstatement works.
• Final stakeholder and landowner acceptance.

Required Experience

• Native German speaker with professional-level English.
• Proven experience working on German infrastructure, energy, transmission, utility, cable or pipeline projects.
• Experience managing relationships with German authorities and regulatory bodies.
• Demonstrable landowner engagement, compensation and access negotiation experience.
• Strong stakeholder management and construction coordination background.
• Knowledge of permitting processes and project delivery within Germany.
• Architectural, planning or infrastructure development experience would be advantageous.
• Willingness to travel regularly throughout Brandenburg.

Desirable Experience

• Experience on high-voltage transmission or cable infrastructure projects.
• Understanding of German permitting and approval frameworks.
• Knowledge of HOAI processes, particularly:
  • LPH 4 – Genehmigungsplanung
  • LPH 8 – Construction Supervision
  • LPH 9 – Project Close-Out and Restoration
• Experience working alongside utilities, municipalities and environmental agencies.
