The investment plan, which supports the delivery of the Combined Authority’s Strategic Economic Plan was first launched in 2017 and includes £20million for a major transformational project in each of the five local authority boroughs, and an indigenous Growth Fund of £50million to improve and revitalise towns and communities.

About the team

The TVCA Investment Development team provides Economic Intelligence, Policy Development and Programme & Project Development including responsibility for delivering key housing programmes such as Brownfield Housing Fund and Rough Sleeping Prevention and Recovery Grant (RSPARG). We are looking for a dynamic, creative, and knowledgeable person to join the team as Tees Valley Homelessness Strategic Lead.

About the role
We are seeking an ambitious, collaborative, and experienced Homelessness Strategic Lead to drive a transformative approach to tackling homelessness across the Tees Valley through the development, implementation and monitoring of a five-year Tees Valley Homelessness Prevention Framework (TVHPF) in partnership with a range of key stakeholders that is based on a robust needs and demand assessment.

Funded through the Rough Sleeping Prevention and Recovery Grant (RSPARG), this role will play a pivotal part in delivering both local and national priorities to prevent and end homelessness. The successful candidate will provide strategic leadership, partnership development and system-wide coordination to strengthen homelessness prevention, improve outcomes for people experiencing homelessness, and support the delivery of regional priorities. Setting the regional ambition on homelessness, in partnership with local authorities, and developing regional structures to deliver these ambitions, the successful candidate will encourage a preventative approach to homelessness and rough sleeping. They will convene homelessness and rough sleeping partners, including in the voluntary, community and faith sectors, to strengthen services across the region, and, deliver appropriate, region-specific interventions that will enhance the statutory work of local authorities and relevant public sector partners with regard to homelessness and rough sleeping.

Hosted by the Tees Valley Combined Authority (TVCA), the role represents a unique partnership approach across the region. The post will work closely with the five Tees Valley local authority housing and homelessness services, ensuring a coordinated and collaborative response across Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland, and Stockton-on-Tees.

Working with local authorities, housing providers, health partners, voluntary and community sector organisations, funders, government agencies and people with lived experience, you will help shape and deliver a shared vision for reducing homelessness and rough sleeping across the Tees Valley. The role will act as a key link between local delivery and regional strategy, identifying opportunities for innovation, collaboration and service improvement while maximising the impact of RSPARG investment.

This is an exciting opportunity to lead and influence a Tees Valley-wide approach to homelessness and rough sleeping, supporting partners to deliver the Government's ambition to prevent homelessness wherever possible, reduce rough sleeping, improve pathways of support, and ensure that homelessness is rare, brief and non-recurring. Through strong partnership working and strategic leadership, you will help drive lasting change for some of the most vulnerable residents across the region.

Role Requirements

This role is an exciting and varied role in a dynamic and fast paced working environment and offers the opportunity to play a part in the future of Tees Valley. The successful candidate will be an enthusiastic team player and hold a relevant Level 3 qualification, have a strong working knowledge of the homelessness landscape including local, regional and national legislation and funding steams, along with previous experience in a similar role.

You will be organised, adaptable and good at building strong relationships with partners. We are looking for someone with strong transferable skills and experience. The successful candidate/s will be enthusiastic, collaborative and focused with excellent attention to detail and the ability to support strategic solutions, working across multi-disciplinary teams.
