Department of Agriculture, Environment and Rural Affairs (DAERA) OUR VISION: ‘Delivering a net zero nature positive future, supporting sustainable agriculture and thriving rural communities’ The Department of Agriculture, Environment and Rural Affairs (DAERA) has responsibility for the environment, food, farming, fisheries, forestry and sustainability policy plus the development of the rural sector in Northern Ireland. The Department delivers most of its functions under the direction of the Minister of Agriculture, Environment and Rural Affairs, Minister Andrew Muir MLA, with some functions sitting under the direction of Ministers in Defra. DAERA has two Executive Agencies: Northern Ireland Environment Agency (NIEA); and Forest Service The Department also sponsors a number of Non-Departmental Public Bodies (NDPBs) including the Agri-food and Biosciences Institute (AFBI). The Permanent Secretary of DAERA is Katrina Godfrey. Through the Northern Ireland Environment Agency (NIEA), the Department has responsibility for creating prosperity and wellbeing by environmental regulation. As an Executive Agency within DAERA, NIEA is a key contributor to DAERA’s vision.

Responsibilities

• Maintain and develop data systems ensuring accurate and timely recording of intelligence and crime related information.
• Collect, collate, and analyse data from various sources to identify crime patterns, trends, and emerging threats in accordance with National Intelligence Model (NIM) principles.
• Identify crime hotspots, repeat offenders and vulnerable locations to support resource deployment and prevention strategies.
• Provide a Strategic Crime Profile regarding the waste industry in Northern Ireland.
• Ensure appropriate and secure handling and dissemination of sensitive and non-sensitive material in accordance with relevant legislation, policies and procedures.
• Identify criminal behaviour and links to organised criminality within the waste industry.
• Drive and direct the tasking and co-ordination process.
• Promote the application of analytical and problem-solving methodologies across a wide range of datasets to generate actionable insights, support evidence-based recommendations and enhance decision making and priority setting.
• Collaborate closely with other Divisions involved in addressing waste crime, regulatory activities, and other operational priorities, taking ownership of producing analytical outputs that support informed decision making.
• Liaise with internal and external partners to exchange intelligence and build a shared understanding of key risks.
• Contribute to intelligence assessments, briefings, and strategic documents in line with Organisational priorities.
• Support enforcement activities by linking people, places and events using analytical techniques and data visualisation tools.
• Monitor and evaluate the impact of operational activity, contributing to continuous improvement.
• Ensure compliance with relevant data protection, intelligence handling and security protocols.

Skills and Qualifications

Essential Skills

• A recognised analytical qualification at Level 3 or above (e.g. intelligence analysis, investigative analysis, data analytics or a criminology related analytical certification). Please provide type of qualification and date awarded, or equivalency.
• And At least 2 years experience in a dedicated analytical role, demonstrating the application of recognised professional analytical skills...
• (e.g. has analysed complex datasets to identify trends, emerging risks, and patterns, producing strategic products that inform decision making.) Please demonstrate by way of examples how you meet the above eligibility criterion in the box below.
• And have or be committed to undertaking the Intelligence Professionalisation Programme (IPP) as detailed under Training on page 11 of the Candidate Information Booklet.
