Regional Enforcement Manager (HPTO), Compliance and Roadside Enforcement, Driver & Vehicle Agency
Job description
The Regional Enforcement Manager manages an enforcement team consisting of both technical and non-technical enforcement officer grades. The team is responsible for enforcing road traffic legislation to ensure that vehicles being used on the roads within Northern Ireland are compliant with licensing, road worthiness, road traffic and environmental regulations and standards and that passenger safety is not compromised.
Responsibilities
- Planning and organising enforcement operations and compliance audits often in conjunction with other enforcement agencies and regulatory bodies
- Drafting and managing a programme of work activities to ensure that all Agency targets are met within budget
- Managing and supervising enforcement staff to ensure that the Agency’s technical and legislative standards/policies are consistently applied, including enforcement of Tachograph and Drivers Hours requirements
- Overseeing the planning and management of criminal investigations and compliance audits as lead investigator in accordance with the relevant legal framework, ensuring that best investigative practice is applied
- Recommending prosecution and regulatory action in accordance with Agency policy, producing associated case papers and prosecution files, and attending court and regulatory hearings as an expert witness when required
Skills and Qualifications
Essential Skills
- A professionally recognised Tachograph and Drivers’ Hours (analogue and digital) qualification.
- A professionally recognised investigative qualification. This is required to ensure that the post holder has the necessary competences to ensure compliance with legal requirements.
- At least two years’ experience of gathering evidence in support of criminal and/or civil investigations and attending court or a tribunal to give evidence.
- Possess a full current driving licence to enable the holder to drive in Northern Ireland and have access to a form of transport which will permit the applicant to meet the requirements of the post in full.
