Job summary
This is an exciting opportunity for an experienced and motivated leader to undertake a 12-month fixed-term contract or secondment as a Clinical Manager within West Essex Community Mental Health Services. The post holder will play a key leadership role in supporting service transformation and the continued development of integrated community mental health services across West Essex Primary Care Networks (PCNs). Working closely with senior leaders, clinicians, partner agencies, service users and carers, the Clinical Manager will provide professional, operational and clinical leadership to multidisciplinary teams, ensuring the delivery of safe, effective, compassionate and high-quality care. The post holder will be responsible for leading the day-to-day clinical and operational management of community mental health services, ensuring delivery against performance standards, quality objectives, workforce requirements and financial targets. Responsibilities will include operational leadership, service improvement, workforce planning, clinical governance, budget management and the delivery of key Trust and system priorities. Main duties of the job
- Deliver the service model for the West Essex Health and Care partnership integrated PCN Neighbourhood model.
- Responsible for the overall delivery of a range of evidence based interventions to service users based on identified needs utilising agreed patient reported outcome measure tools.
- Ensure service users are seen in a timely manner by the right person, at the right time, in the right location.
- Implement a team approach to case management where practitioners are not isolated in decision making and have the ability to access a range of expertise to inform decision making.
- Work collaboratively with Consultant Psychiatrists and Senior Clinicians within the West Essex care unit.
- To take responsibility for supervising and managing clinical activity and casework.
- Work with clinical staff to best deliver access, activity, finance and quality targets.
- Work with Operational Service Manager to assist in delivery of cost improvement through service improvement and cost releasing savings.
- Work with the Trust Governance Team to ensure robust systems and programmes are established within the team to monitor and deliver high quality clinically effective services.

- Develop robust interagency relationships with key stakeholders and other outside agencies supporting the development of the integrated care pathways and locality working.
- Ensure the efficient and effective operation of the service, managing budgets, matching resources to need, and coping flexibly with workload pressures.
