About this job If you want to use your procurement skills to help public money deliver more for residents, this role offers the chance to make a practical and visible impact. As Procurement Manager, you will deliver allocated procurement projects from early market research and sourcing strategy through to tender, award, mobilisation and handover into contract management. You will help services turn their needs into clear specifications, evaluation criteria, KPIs and contract outcomes, ensuring each procurement is compliant, proportionate and commercially robust. You will play a key role in delivering procurements under the Procurement Act 2023, supporting transparency, auditability and good governance across the full procurement lifecycle, including notices, records, approvals and decision logs. This is a hands-on delivery role with real purpose: you will use data, market insight and procurement tools to identify options, shape routes to market, manage risk and secure value for money. You will also embed social value, sustainability, equality, ethical procurement and innovation into tenders so that contracts deliver not just cost savings, but wider social, economic and environmental benefit for Barking and Dagenham. Special requirements for this post You should hold CIPS Level 4, or be able to demonstrate equivalent procurement knowledge and experience gained in a complex organisation. You will need at least three years' experience delivering procurement or tendering activity, together with a good working knowledge of public procurement legislation, including the Procurement Act 2023 transparency and governance requirements. You should be confident using e-procurement systems, tendering portals and Microsoft Excel, and able to maintain clear audit trails, accurate records, notices, approvals and contract documentation. Experience of embedding social value, sustainability, equality, supplier diversity and ethical procurement into specifications, evaluation models and contract KPIs would be valuable. You will be expected to work in line with LBBD Contract Rules, Financial Regulations, data protection and information governance requirements, using these not as barriers, but as tools to support fairness, accountability, transparency and public confidence. In return, you will join a purposeful service helping LBBD buy well, spend wisely and secure maximum public benefit from every procurement decision. About you You will be a procurement professional who is motivated by using commercial skill to make public money work harder for residents. You will bring practical procurement experience, sound judgement and the confidence to deliver end-to-end tendering activity in a complex public sector environment. You will understand contract law, UK public procurement legislation, frameworks and local governance, and know how to apply them in a way that is fair, transparent, proportionate and focused on better outcomes. You will be comfortable using spend analysis, cost modelling, cost trend analysis, stakeholder mapping and other procurement tools to shape sourcing options that maximise value, quality, social value, sustainability and innovation. You will be able to lead discussions with services, suppliers and partners, translate business needs into clear specifications and KPIs, and explain risks, options and recommendations in a way that supports confident decision-making. Most importantly, you will be a trusted adviser and responsible steward of public funds, helping LBBD secure contracts that deliver measurable benefit for residents, communities and the wider borough. About us Barking & Dagenham is changing. It Starts Here. Think you know Barking and Dagenham? Think again. While this small corner of east London might have a reputation for needing development, scratch beneath the surface and you'll find active communities and a place that consistently punches above its weight. The borough is changing - and changing for the better. And It Starts Here. Yes, the borough has its challenges. But it's on the cusp of something exciting. With one of the youngest populations in the country, ambitions are high and rightly so. 98% of our schools are rated Good or Outstanding and every year more of our talented teenagers get into Russell Group Universities and hotly sought after apprenticeship schemes. We have award winning parks, centuries old manor houses full of relics and artifacts you can go and see, and the ruins of one of Anglo-Saxon England's most powerful and wealthiest religious sites. We're even bringing beavers and white storks to the borough to help rewild the local landscape and boost biodiversity. Over the past few years, we've been working hard to improve how we deliver services and support our community. From tackling inequality to making sure our services are the best they can be, we're focused on what matters most to local people. We're creating the conditions for people to thrive - so everyone can enjoy a good quality of life, feel proud to call this place home, and be part of something bigger. #ItStartsHere - with our streets, our schools, our neighbourhoods. And with your application to join our determined team who are passionate about doing what's best for the future of Barking and Dagenham. As an Investors in People Gold Award employer, we're serious about supporting our staff. From flexible working, professional training and career development to wellbeing initiatives, we want our people to feel valued and supported in everything they do. Additional Information We're committed to providing an inclusive and accessible recruitment process. If you require any adjustments or support at any stage, please contact the Hiring Manager to discuss your needs.
