Summary

Flintshire County Council is in search of a diligent and organized Revenues Assistant to temporarily join its Revenues Service team. This position involves a blend of administrative, technical, and customer service tasks, focusing on the upkeep and enhancement of Revenues applications. The role also includes managing the daily administration of Council Tax and Business Rates accounts. The chosen candidate will be part of the front-line Revenues team, addressing customer inquiries, processing financial transactions, maintaining precise records, supporting system administration, and generating performance and management reports to aid service delivery.

Key Responsibilities

• Accurately and efficiently process Council Tax and Business Rates transactions.
  
• Set up, modify, cancel, and manage Direct Debit instructions in accordance with BACS standards.
  
• Handle unpaid Direct Debits and resolve payment issues.
  
• Monitor and allocate payments to the appropriate accounting periods.
  
• Prepare and verify amendments to Council Tax and Business Rates accounts.
  
• Convert incoming mail into electronic records using the document management system.
  
• Maintain confidentiality and adhere to Data Protection laws.
  
• Respond to customer inquiries via phone, email, and written communication.
  
• Offer guidance on routine Council Tax and Business Rates issues.
  
• Create, maintain, and update documentation and procedures for the Revenues system.
  
• Collaborate with software vendors and internal teams to resolve system issues.
  
• Log and track system faults and software updates.
  
• Generate ad-hoc and scheduled management reports.
  
• Analyze data using reporting tools and spreadsheets.
  
• Support system upgrades and releases through testing.
  
• Draft user guidance notes and procedural documents.
  
• Compile performance, statistical, and management information.
  
• Conduct regular system reconciliations and identify discrepancies.
  
• Raise purchase orders and process invoices for approval.
  
• Maintain databases, spreadsheets, and records to support service improvement.
  

Essential

Requirements

Requirements:

• GCSE English/Welsh and Mathematics at Grade A-C (or equivalent).
  
• Experience in a busy office or administrative setting.
  
• Proficient IT skills and experience with computerized systems.
  
• Strong understanding of Data Protection and confidentiality requirements.
  
• Experience with databases and Microsoft Office applications.
  
• Experience handling customer inquiries via phone, email, or written communication.
  
• Keen attention to detail and accuracy.
  
• Ability to manage information and manipulate system outputs.
  
• Strong organizational and problem-solving skills.
  
• Ability to work independently and collaboratively.
  

Desirable

• Experience in a Revenues and Benefits environment.
  
• Knowledge of Council Tax and Business Rates legislation and processes.
  
• Experience processing Direct Debits and BACS transactions.
  
• Experience extracting and analyzing data using reporting tools.
  
• NVQ Level 2 in Business Administration or equivalent.
  
• Welsh language skills.
