34499 - Senior Business Analyst - EA Synergy programme

We are looking for a Senior Business Analyst to play a pivotal role in the Environment Agency’s Synergy Programme. This is an exciting opportunity to shape the longer-term implementation of a new Enterprise Resource Planning (ERP) system, influence policy and system changes, and ensure the successful transition to modernised shared services across the organisation.

As a Senior Business Analyst, you will take the lead on complex analysis and provide oversight and direction across business analysis activities. Responsibilities include:

Lead business analysis activity across the Synergy Programme, ensuring alignment with strategic objectives and organisational priorities.
Act as a trusted advisor to senior stakeholders, providing insight and challenge to support informed decision-making.
Facilitate cross-directorate collaboration, ensuring shared understanding and effective engagement at all levels.
Lead end-to-end analysis of policy, process and system changes, particularly relating to the ERP solution.
Apply appropriate analysis techniques to define, map and optimise “As-Is” and “To-Be” processes, ensuring future-state readiness.
Elicit, define and manage business requirements, maintaining clear documentation and traceability throughout delivery.
Oversee impact assessments, ensuring risks, dependencies and organisational implications are clearly understood.
Challenge assumptions, identify opportunities for improvement, and support the design of new ways of working enabled by the ERP system.
Build and manage strong relationships across digital, HR, finance, commercial and operational teams.
Engage and manage diverse stakeholders with competing priorities, ensuring alignment and clarity.
Translate complex technical, system and policy information into clear, accessible insights for non-technical audiences.

You’ll be part of the EA Synergy Team within the Strategy, Transformation & Assurance Directorate. The Synergy Programme is a cross-government initiative delivering the government’s shared services strategy; it will replace SOP with a modern platform and introduce new ways of working across various shared services functions.

Experience/skills required

We’re keen to hear from you if you can bring:

Significant experience as a Business Analyst, including leading complex analysis for major change, digital or transformation programmes.
Strong capability in process modelling, requirements engineering and business analysis techniques.
Proven experience influencing senior stakeholders and supporting strategic decision-making.
Ability to assess the organisational impacts of policy, operational and system changes.
Experience coaching or supporting other analysts to build capability.
Excellent communication skills, especially in translating complex ideas into clear and meaningful information.
Confidence working across multidisciplinary teams, balancing competing perspectives and identifying optimal solutions.
Curiosity, critical thinking, and the ability to challenge constructively.
