The Testing & Commissioning (T&C) Lead / Manager is responsible for leading, planning, coordinating, and overseeing all testing and commissioning activities across the project to ensure that all systems, subsystems, and equipment are delivered in compliance with contractual requirements, design intent, and operational performance criteria.
The role ensures successful progression from installation through PICO, Standalone Tests (StAT), Site Integration Tests (SIT), and End-to-End (E2E) testing, culminating in handover and operational readiness. What you will do: Leadership & Strategy
• Lead and manage all Testing & Commissioning activities across the project lifecycle.
• Define the overall T&C strategy, sequencing, and execution plan (PICO, Standalone, Site Integration, End to End phases).
• Establish resource planning, organization structure, and responsibilities within the T&C team.
• Ensure alignment between design, construction, installation, and commissioning activities.
Planning, Coordination & Execution
• Develop and manage the T&C program including schedules, 4-week lookahead plans, and milestones.
• Coordinate T&C activities across disciplines (Electrical, Mechanical, Plumbing, ELV, FLSS, etc.).
• Interface with subcontractors, vendors, third-party testing agencies, and system integrators.
• Ensure readiness of systems prior to each testing phase (installation completion, PICO validation).
Stakeholder Management
Act as primary point of contact for all T&C matters with:
• Client / Province
• BCRTC / TransLink / TIBC
• Authorities Having Jurisdiction (AHJ)
• Designers and consultants
• Lead T&C coordination and progress meetings (internal and external).
• Ensure alignment between all stakeholders on testing strategies, interfaces, and readiness.
Technical Oversight
• Review, validate, and approve T&C procedures and test reports.
Ensure all test procedures include:
• Contractual requirements traceability
• Step-by-step execution
• Acceptance criteria and pass/fail conditions
Oversee execution of:
• Post Installation Check-Outs (PICO)
• Standalone Tests (StAT)
• Site Integration Tests (SIT)
• End-to-End Tests (E2E)
Interface & System Integration
• Ensure proper coordination and testing of interfaces between systems (e.g., Fire Alarm, BMS, HVAC, ACS).
• Oversee integration with central systems (OCC, OMC) and external networks.
• Manage migration strategies and operational constraints for live system integration.
Quality, Compliance & Deficiency Management
Ensure compliance with:
• Project Agreement
• Specifications
• Regulatory and safety standards
Establish and manage the deficiency (snag) tracking process:
• Blocking deficiencies
• Non-blocking deficiencies
Ensure resolution of deficiencies before handover milestones.
Documentation & Reporting
Oversee preparation and submission of:
• T&C procedures
• Test reports (per system, phase, and location)
Ensure traceability between:
• WBS
• Test procedures
• Test results
• Asset documentation
• Provide regular progress reporting and risk identification to project leadership.
Third-Party & Specialist Coordination
• Manage third-party commissioning agencies (e.g., electrical and mechanical testing).
• Ensure third-party activities align with project procedures and schedules.
• Validate witnessing and sign-off of tests by required stakeholders.
Handover & Operational Readiness
• Support preparation of handover deliverables including:
• Commissioning dossiers
Ensure systems are ready for:
• Statutory inspections
• Authority approvals
• Operational use
Coordinate final acceptance and transition to operations teams.
Key Deliverables
• Testing & Commissioning Management Plan
• T&C procedures (StAT, SIT, E2E)
• T&C reports and certification records
• 4-week lookahead schedules
• Deficiency (snag) tracking logs
• Handover documentation packages This role could be you if you have:
• Strong knowledge of multi-disciplinary systems (MEP, ELV, Rail Systems, FLSS)
• Expertise in commissioning processes (PICO, StAT, SIT, E2E)
• Strong understanding of system interfaces and integration
• Experience with large-scale infrastructure or transit projects
• Excellent stakeholder coordination and communication skills
