Strategic Sourcing Manager

We're looking for a Strategic Sourcing Manager for a public sector organisation based in Milton Keynes (hybrid) on an initial 6-month contract, paying up to £600 per day (Inside IR35, Umbrella).

This is a hybrid role with around three days a week on site, one of which must be at the Milton Keynes office and the others at other regional offices - London / Birmingham.

The successful Strategic Sourcing Manager will lead sourcing and category strategy across complex, medium to high-value procurements in a regulated environment. You'll oversee end-to-end tender activity, manage teams delivering sourcing work, and ensure all documentation, assurances and artefacts are compliant and accurate. This is a governance-led role focused on strategy and oversight rather than hands-on supplier engagement.

You will need proven experience in the following:

Public sector procurement, with the credibility to guide policy and procedure
Leading and managing sourcing or procurement teams
Significant sourcing and procurement delivery in complex environments
Governance, assurance and compliance frameworks
Advanced negotiation and stakeholder management across cross-functional environments

PA23 training is required for this role. MCIPS or an equivalent professional accreditation is highly desirable.

Knowledge of the UK rail industry and experience running tenders within the PA23 framework would be a bonus.
