ASA Recruitment’s client, a Public Sector organisation in Edinburgh, is currently looking to recruit a Director of Finance for an initial 3 month contract (with potential of up to 12 months) on a rate of c.£500-£550/day inside of IR35 (based on experience). This is a hybrid role with 2/3 days onsite in Edinburgh per week.
The Role:

This is a hybrid role with 2/3 days onsite in Edinburgh per week.
The Director of Finance leads the Finance and Procurement functions of the organisation, managing the appropriate spend of the budget (approx. £500m) as to reporting and forecasting and medium-term financial planning; all Annual Accounts and Audit processes. They are also in control of the management of the finance teams across entire estate.
The Director of Finance leads in delivering systems and controls for forecasting, appropriate spend and financial reporting for the operation across Scotland and best use of public money; as well as the management and strategy of the estate.
They will lead on the annual Budget and Spending Reviews. The role requires extensive engagement and collaboration with colleagues across the organisation, and coordination of the forecasting, monitoring and reporting of the Budget across tax, expenditure and investment. The post also has management responsibility for Finance and Procurement functions.
Responsibilities:
- Provide advice to the Chief Executive and lead on the development of financial strategy aligned to the current and future priorities.
- Oversee the creation and implementation of a clear, cohesive and focused financial strategy, underpinned by a robust approach to risk management, financial compliance and financial planning.
- Advise the Chief Executive, Directors and organisation, as relevant, on appropriate budget allocation, drawing together economic forecasts and strategies to manage allocation risk across resource, capital and operating budgets.
- As part of the senior leadership team, ensure appropriate processes and controls are in place so that budgets are balanced.
- Provide strategic and technical advice, financial forecasting and assurance in support of strategic corporate priorities and transformation programmes.
- Lead the development, delivery and publication of the annual Budget and Spending Reviews to ensure each Budget delivers clear and increased impact from resource and capital investment.
- Oversee the production of statutory accounts, ensuring accuracy and delivery to agreed timescales.
Essential Experience:
- Strong technical financial accounting skills and ability to communicate complex financial information clearly and succinctly to a wide range of audiences, including to non-finance colleagues.
- Experience of implementing or managing effective, sustainable change, modifying and improving behaviours.
- Highly effective leadership, communication and interpersonal skills, with the ability to influence, negotiate and collaborate with a range of staff and stakeholders.
- Strong planning and prioritisation skills, with the ability to manage a diverse workload and team; able to adapt to changing situations and managing competing priorities.
- Significant financial management experience at a senior management level with a clear understanding of: Public body expectations, integrated approaches to improvement, performance, management information and risk management , the relationship between strategy and financial management
- High levels of numeracy and understanding of financial frameworks.This includes the ability to: Understand Environmental, Social and Governance (ESG) factors, deal with complex financial instruments . drive quality, efficiency and value for money in the management of budgets
Desirable Experience:
- The successful candidate must be fully CCAB qualified as a professional accountant with up to date CPD and have membership of a recognised professional accountancy body
