Intelligence Development Officer

Intelligence Development Officer TOEX NEROCU (2 Positions Available)
Salary: Band 6, £30,276 – £32,613 (Please note it is Northumbria Police policy to appoint at the beginning of the band)
Location: Sunderland
Hours/Contract: 37 Hours, Fixed Term Contract ending 31st March 2027 (possibility for extension)
Working for: North East Regional Organised Crime Unit (“NEROCU”)

The role

We’re looking for an Intelligence Development Officer to join the North East Regional Organised Crime Unit (NEROCU) within the Tackling Organised Exploitation (TOEX) Programme.

The Tackling Organised Exploitation (TOEX) Programme plays a key role in improving how law enforcement responds to the exploitation of vulnerable people. Working as part of the national Serious and Organised Crime strategy, TOEX supports a whole-system approach by developing a stronger intelligence picture to inform operational activity, tasking, coordination and capability development.

As an Intelligence Development Officer, you will play a key role in developing and evaluating intelligence, assessing threat, risk, harm and vulnerability, and identifying opportunities to disrupt criminal activity. You’ll work as part of a specialist regional team, collaborating with partners across policing and other agencies to support intelligence-led activity and protect vulnerable people.

What you’ll do

In this role, you will play a key part in developing intelligence to support serious and organised crime investigations:

- Gather, research and evaluate information to identify patterns, trends and intelligence gaps
- Monitor and maintain intelligence sources used to deliver other intelligence products. Write and submit applications for telecoms data under RIPA legislation, and manage the resulting product and research content in line with SIO/ Investigators telecoms strategy in order to achieve investigative aims.
- Interrogate a range of systems and sources, including open source, police systems and partner agency information
- Prepare clear, accurate intelligence products and briefings to support operational decision making
- Provide advice on tactical options, identifying suspects, linked offences and opportunities to disrupt criminal activity
- Work closely with internal teams and external partners to support intelligence-led policing
- Ensure intelligence is handled and processed in line with relevant legislation, policies and guidance
- Present intelligence and evidence where required, including in court settings

What you’ll bring

We’re looking for people who are analytical, curious and motivated, with the ability to work through complex information and draw meaningful conclusions.

You will need:

- Experience of researching and analysing information from a range of sources
- Sound understanding of police policy and procedures relating to intelligence gathering and legislative frameworks such as the Regulation of Investigatory Powers Act, Police and Criminal Evidence Act, Criminal Procedure and Investigations Act, Proceeds of Crime Act, Management of Policy Information, Human rights Act, Data Protection Act and Freedom of Information Act.
- Experience of working with data (including Microsoft applications or specialist systems) to extract and present information
- Experience of preparing detailed reports and presenting information clearly
- An understanding of the National Intelligence Model (NIM)
- An understanding of intelligence-related legislation and frameworks (e.g. RIPA, CPIA, Data Protection Act)
- Strong communication skills and the ability to work with a range of stakeholders
- The ability to prioritise workload and manage competing demands effectively
- A minimum of PIP1 accreditation (or demonstrate work experience at an equivalent level) and a willingness to work towards PIP2

You’ll also need to be willing to undertake training as part of the Intelligence Professionalisation Programme (IPP) if not already completed.

Terms of appointment

This is a fixed term role subject to a six-month probationary period.
