Where plagiarism has been identified (presenting the ideas and experiences of others, or generated by artificial intelligence, as your own) applications may be withdrawn and internal candidates may be subject to disciplinary action This role is subject to -2 References - where possible we require 3 years' history.The Capital Programme Division reports to the Deputy Chief Executive and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The current value of the programme is ~£100m pa. The portfolio of work is varied and some of our current and previous projects that we have been involved in include for example the construction of new schools, large scale solar PV installations, building demolition, repair, maintenance & refurbishment of heritage buildings, galleries, leisure centres, and park buildings.
The Resource Management Lead role is based within the Project Management Office (PMO) team. The PMO is responsible for ensuring that effective governance of processes and procedures are in place within the service, to enable a clear and auditable workflow, and to allow visibility and reporting. The PMO consists of functions covering Finance, Programme Planning, Design, Business Support, Resource Management and Commercial, Compliance and Quality. This role will lead the initiatives for the Resource Management function and will manage the Business Support team.
The Resource Management Lead will take an active lead in the delivery of the Equality, Diversity, and Inclusion (EDI) initiatives across the department, connecting with the management and delivery of social value across the Capital Programmes portfolio of work, enhancing the ability to report and manage social value and EDI initiatives by the PMO, and advising stakeholders on matters relating to their service areas as appropriate.
The role will be responsible for building the resource management strategy and linking this to the Council’s Talent Strategy to proactively manage the technical resource across the department and ensure the most economical and efficient solutions are implemented.

About the Candidate
We require a suitably experienced Resource Management Lead to deliver and manage work across a diverse portfolio. The successful candidate will be qualified in people management, organisational theory or similar. You must be passionate about Talent management, competent in strategy development and proficient in resource management and Workforce Planning.
The candidate must possess a good working knowledge of Council procedures and working practices relating to:
- Procurement
- Recruitment
- Training and Development
- Equality, Diversity, and Inclusion
You will be required to work with senior stakeholders across the Council to drive initiatives relating to the resource management function, and report confidently on the areas of focus – this includes but is not limited to EDI, external consultant spend and strategic skills development.
