Job Purpose:• To support the ADCS in leading with the development and effective delivery of a
group of programmes within a locality
• To lead and manage services to ensure a positive impact on children, young people
and families through the effective and efficient delivery of Children’s Services
activities and practices
• To influence and challenge actual and potential Commissioners, other
stakeholders, in order to maintain and develop Barnardo’s reputation as an
advocate for Children, Young People and Families

Job Title: Programme Manager, Children’s Services
Grade B
Key Responsibilities:
• Accountable for ensuring that safety and protection of children and young people is
practiced and understood by all staff and volunteers in accordance with Barnardo’s
policies and procedures and relevant legislative policy and procedure; involving all
relevant external agencies and authorities as necessary
• Assist the ADCS in the formulation of, implementation and delivery of bid strategies
leading to the successful growth of a locality
• Lead and manage all staff and workers in order to maintain a capable and motivated
team in accordance with Barnardo’s policies and procedures
• Accountable for the planning and management of the programme budgets in line
with Barnardo’s budgeting procedures, proactively seeking opportunities to improve
efficiency
• To ensure that the Voice and Influence of children and young people is integral to
service development and implementation
• Proactively lead and manage contract provision, working closely with internal and
external stakeholders, to ensure that progress on delivery and specified targets are
monitored and reported regularly, and that any issues are addressed and resolved to
the satisfaction of stakeholders
