JOB SUMMARY
The Senior Medical Engineer is to be responsible through the Divisional Service Manager for providing specialist medical technical engineering services that is conducive to the provision of patient and client care of the highest quality. He/she will be responsible for contributing to and implementation of Medical Technical strategies and policies in support of the development of Trust services.


The Senior Medical Engineer will have the responsibility for the safe management of the day to day provision of specialised technical engineering services to a wide range of clinical staff of all levels across a number of sites in the Belfast Trust. He/she will also provide technical advice on the management of specialised medical devices.


The Senior Medical Engineer will be responsible for ensuring the Trust meets its relevant legislative and statutory requirements and for delivery of a specialist medical technical service in a cost effectively and within agreed financial targets.

MAIN DUTIES / RESPONSIBILITIES
Maintenance of medical equipment, in line with the principles described in MHRA DB2006(05) and the ‘Medical Device and Equipment Management’ documentation. Attain certification to carry out medical device electrical safety testing in accordance with EN60601-1. Interpret the guidance notes accordingly and conduct the relevant tests required to ensure equipment is safe to use in a clinical environment and subsequently under certain fault conditions minimise the risk of electrocution to patients and users.

Infusion Devices
Defibrillators
Vital Signs Monitors

Effective management of planned preventative maintenance.

Assemble, install and commission new Electro-medical equipment as and when necessary.

Participate in emergency out-of-hours on-call rota, for life support equipment in Medical Cardiology, after a suitable period of training.

Assist and underpin the maintenance duties of other Electronics Laboratory staff, as required.

Record detailed maintenance, repair and calibration records on a multi-user Microsoft access database and the associated hard copy maintenance cards.

Instruct junior staff in the appropriate Management of Medical Devices practises and protocols.

Liaise with Staff and Medical Equipment Suppliers, to insure that all on loan medical equipment has the appropriate safety and Indemnity documentation attached, before clinical use.

Produce documentation relevant to incident investigations and advise manager on outcomes.

Provision of expert technical advice, support and training (when necessary) to clinical and nursing staff in the safe and effective use of medical devices.

Evaluate medical equipment prior to purchase to ensure it meets the standard stated in the manufacturers’ technical specifications and the requirements of the Trust, as published in the tender documentation.

Configure PC’s to run test software and interface effectively with medical device performance checking equipment.

To liaise directly and maintain effective communications with staff within the Adult Cardiology Acute Services and the Trust IT Department.

Undertake other assigned duties to meet the requirements of the Belfast Health & Social Care Trust.

Lead and empower a team of Medical Technical staff, providing expert advice to the Trust as required.
Delegate appropriate responsibility and authority to the level of staff within his/her control, consistent with effective decision making, whilst retaining responsibility and accountability for results.
Provide or arrange with contractors medical device user training for clinical staff as appropriate. Training to be arranged as part of the commissioning process and also on an ongoing basis where necessary.
Establish and maintain systems to develop and encourage organisational and professional development.
Maintain good staff relationships and morale amongst the staff reporting to him/her, through effective feedback, recognition, appraisal and development.
Participate, as required, in the selection and appointment of staff, in accordance with procedures laid down by the Trust.
Promote the Trust’s policies on ‘equality of opportunity’ through his/her own actions and to ensure the adherence to these policies by staff for whom he/she has responsibility.
Contribute to the Trust’s overall corporate and integrated governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

RECORDS MANAGEMENT

ENVIRONMENTAL CLEANING STRATEGY
The Trusts Environmental Cleaning Strategy recognizes the key principle that “Cleanliness matters is everyone’s responsibility, not just the cleaners” Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.

INFECTION PREVENTION AND CONTROL

The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff has a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff. This includes:-
Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO ‘5 moments’);
Using the correct ‘7 step’ hand hygiene technique;
Being ‘bare below the elbows’ when in a clinical environment;
Following Trust policies and the Regional Infection Control Manual (found on intranet);
Wearing the correct Personal Protective Equipment (PPE);
Ensuring correct handling and disposal of waste (including sharps) and laundry;
Ensuring all medical devices (equipment) are decontaminated appropriately i.e. cleaned, disinfected and/or sterilised;
Ensuring compliance with High Impact Interventions.

The NHS terms and conditions (Agenda for Change) will apply to this post.


In addition to 10 public holidays, the annual leave allowance will be as follows:-


On appointment – 27 days
After 5 years’ service – 29 days
After 10 years’ service – 33 days


He/she may be required to travel throughout Northern Ireland, the United Kingdom, the Republic of Ireland, and elsewhere. The successful candidate should therefore have access to a form of transport that will permit them to meet the requirements of the post in full and be prepared to travel as required.

BSc (or equivalent in electronics), with at least 3 years’ experience, in the last 5 years, in the full maintenance of high cost electronic based equipment.

HNC or HND (or equivalent in electronics), with at least 4 years’ experience, in the last 7 years, in the full maintenance of high cost electronic based equipment.
