Help Shape the Future of Our Estate

We have an exciting opportunity to join the Procurement Department on an interim basis as a Property Strategic Procurement Lead, supporting the delivery of the Force's Estates Transformation Programme.

This key role will act as the Force's Construction Procurement Subject Matter Expert, providing specialist market insight, commercial advice and procurement expertise to support the successful delivery of a major transformation programme. Working closely with senior stakeholders, project teams and external partners, you will influence strategic decision-making and help shape the future of the Force's estate and procurement function.

This position is ideally suited to an experienced procurement professional with a strong public sector background and expertise in construction, estates and facilities management procurement.

About the Role

As Property Strategic Procurement Lead, you will provide strategic procurement leadership across a diverse range of property-related projects and programmes. You will use your market knowledge and commercial expertise to develop procurement strategies, identify opportunities for innovation and value for money, and ensure procurement activity supports the successful delivery of the Estates Transformation Programme.

You will play a key role in engaging stakeholders, managing supplier and market relationships, and providing expert guidance on construction procurement, contract management and commercial risk. Working collaboratively across departments, you will help drive effective decision-making and support the delivery of long-term estate objectives.

What We're Looking For

We are seeking a highly motivated and commercially astute procurement professional who can demonstrate:
  • Extensive knowledge, market insight and practical experience of facilities management, property maintenance and compliance service contracts.
  • The ability to analyse market trends, supplier capabilities, emerging delivery models and commercial opportunities. Experience of small works and capital projects would be advantageous.
  • Experience of applying the UK Government's Construction Playbook across public sector procurement activities, including translating Playbook principles into practical procurement strategies.
  • Proven expertise in areas such as early supplier engagement, risk management and collaborative contracting approaches.
  • Strong knowledge of NEC and JCT contracts, commercial risk allocation and procurement strategies, with the ability to deliver value for money whilst maintaining fairness, transparency and robust commercial governance.
  • Excellent stakeholder management skills, with experience of working within complex environments, building consensus and influencing outcomes.
  • The ability to positively challenge, navigate resistance and work collaboratively to achieve programme objectives.
  • A commitment to continuous improvement, innovation and professional development, with experience of promoting a culture of learning, curiosity and constructive challenge.
  • Strong analytical, communication and problem-solving skills, with the ability to provide clear and confident commercial advice to a range of audiences.
Why Join Us?

This is a unique opportunity to play a pivotal role in a high-profile transformation programme that will have a lasting impact on the Force's estate. You will work with senior leaders and experienced professionals to deliver innovative procurement solutions, influence strategic decisions and help shape the future direction of both the estate and procurement functions.

If you are an experienced procurement professional looking for a challenging and rewarding opportunity to make a real difference in a public sector environment, we would love to hear from you.

If you are a permanent member of staff applying for this role, please note it will be offered on a secondment basis. Important: All secondments must be supported in writing by your Line Manager and Head of Department/Commander or Deputy. Please attach written approval from your line manager and Head of Department in your application. If the secondment is not supported then the role may be offered on a fixed term contract basis, but this has implications including loss of continuous service protections.

Please note: Shift allowance, on-call or other job related allowances from the previous role will not be protected unless they are attached to the new role for the duration of the secondment.

As part of the Thames Valley Police family you will enjoy a fantastic range of benefits including 30 days annual leave per annum, pro-rata for part time (plus Bank Holidays), flexible working conditions, a wide range of lifestyle discounts, career development opportunities and have the option to join a local government pension scheme.
