Job summary
This is a varied and rewarding role where you will work across a range of healthcare settings, carrying out audits, supporting Patient-Led Assessments of the Care Environment (PLACE), monitoring environmental standards and helping to drive continuous improvement. You will play a key role in identifying opportunities for improvement, tracking actions and providing assurance that our premises remain clean, well maintained and fit for purpose. Working closely with clinical teams, estates and facilities colleagues, infection prevention and control specialists, managers and patient representatives, you will contribute directly to improving the experience of patients, visitors and staff. Main duties of the job
The Monitoring Officer will support the delivery of a clean, safe, well maintained and patient-focused environment across ECCH sites. The post holder will undertake cleanliness audits and environmental monitoring visits, helping to ensure compliance with the National Standards of Healthcare Cleanliness 2025 and local quality standards. They will identify areas for improvement, develop and monitor action plans, and provide assurance through accurate reporting and data analysis. The role will also support the planning and delivery of Patient-Led Assessments of the Care Environment (PLACE), coordinate follow-up actions, and monitor programmes of painting, decoration and environmental improvements. Working closely with clinical teams, estates and facilities staff, infection prevention and control colleagues, contractors and patient representatives, the post holder will help maintain high standards across the patient environment and contribute to continuous service improvement. This role requires strong organisational skills, attention to detail and the ability to communicate effectively with a wide range of stakeholders while working both independently and as part of a team.

The Estates and Facilities team supports the delivery of safe, clean, compliant and welcoming healthcare environments across ECCH. Working closely with clinical teams, infection prevention and control colleagues, contractors and support services, we help ensure that the patient environment meets high standards of quality and safety. As part of a supportive and collaborative team, you will contribute to audits, environmental improvements and initiatives that have a direct impact on patient experience and service quality.

Job responsibilities
Cleaning Standards and Environmental Monitoring
  • Carry out scheduled cleanliness audits across relevant clinical and non-clinical areas in line with the National Standards of Healthcare Cleanliness 2025, local risk categories, cleaning frequencies and local cleaning responsibility frameworks.
  • Monitor standards of cleaning and the wider patient environment through planned and ad hoc visits, recording findings accurately using approved audit tools or reporting systems.
  • Identify non-compliance, repeated failures, environmental risks or areas requiring improvement, ensuring issues are reported to the appropriate manager and escalated in line with local procedures.
  • Create, issue and track action plans following audits, ensuring corrective actions are allocated, reviewed and followed up within agreed timescales.
  • Support services to evidence improvement by collating before-and-after information, audit outcomes, photographs where locally permitted and relevant supporting documentation.
  • Maintain cleanliness displays, star ratings, commitment to cleanliness information or other local patient/public information where this is used by the organisation.
  • Promote good practice in cleaning and environmental standards by providing constructive feedback to clinical, domestic and facilities teams.
Patient Led Assessments of the Care Environment (PLACE)
  • Support the planning, coordination and delivery of PLACE assessments across relevant sites, working with clinical teams, facilities teams, patient representatives and local assessors.
  • Prepare documentation and supporting information for PLACE assessment days, including schedules, site information, previous actions and local briefing materials.
  • Participate in PLACE assessment activity as required, with particular focus on cleanliness, condition, appearance, maintenance, privacy and the patient environment.
  • Collate PLACE findings, assist with the preparation of reports and ensure outcomes are shared with relevant managers and departments.
  • Track PLACE action plans and provide progress updates for operational, facilities, quality or governance meetings as required.
Painting, Decoration and Patient Environment Improvement Programmes
  • Maintain a local overview of painting, decoration and patient environment improvement requirements identified through audits, PLACE assessments, staff feedback, patient feedback, health and safety reviews or maintenance reports.
  • Support the prioritisation of painting and decoration programmes, taking account of patient safety, operational impact, infection prevention requirements, condition, accessibility and service need.
  • Liaise with estates, facilities, contractors and service leads to coordinate access, timing, communication and completion of agreed painting or minor environmental improvement works.
  • Monitor completion of painting and decoration actions, update trackers and escalate delays, quality concerns or access issues to the relevant manager.
  • Contribute to regular reporting on the status of painting programmes and environmental improvement actions.
Reporting, Data and Audit Assurance
  • Input, maintain and quality check audit data, action trackers and monitoring records to support accurate reporting and managerial decision-making.
  • Prepare clear written summaries, tables, action updates and exception reports for line managers, operational meetings and governance groups.
  • Identify themes, trends, recurring concerns and areas of good practice from audit findings, PLACE results, environmental reviews and action plans.
  • Support continuous improvement by recommending practical actions to address gaps in cleaning, environmental presentation, maintenance or decorative condition.
  • Maintain records in accordance with organisational policies, information governance requirements and document retention arrangements.
Communication and Relationships
  • Communicate audit findings clearly and professionally with staff at all levels, using tact, diplomacy and evidence-based feedback where standards are not being met.
  • Work collaboratively with clinical, domestic, estates, facilities, IPC and governance colleagues to support timely resolution of issues.
  • Provide advice and guidance within own area of knowledge, signposting specialist queries to the appropriate lead, for example IPC, health and safety, estates or clinical management.
  • Support a customer-focused approach, recognising the importance of patient dignity, privacy and experience when undertaking monitoring activity in care environments.
Health, Safety, Infection Prevention and Risk
  • Comply with organisational health and safety, infection prevention and control, safeguarding, fire safety, waste management and incident reporting policies.
  • Escalate hazards, defects, environmental concerns, equipment concerns or risks that may affect patients, staff, visitors or service delivery.

Person Specification
Qualifications
Essential
  • NVQ Level 3, BTEC, A level standard or equivalent qualification/experience in facilities, estates, business administration, quality auditing, healthcare support or a related area.
  • Evidence of continuing professional development relevant to audit, facilities, health and safety, cleanliness standards or quality/service improvement.
  • Functional literacy, numeracy and IT skills sufficient to prepare reports, maintain trackers and analyse audit results.
Desirable
  • Recognised qualification or training in audit, quality improvement, facilities management, cleaning supervision, health and safety, infection prevention or project
Experience
Essential
  • Experience of undertaking audits, inspections, monitoring visits, quality checks or compliance reviews.
  • Experience of producing clear written reports, action plans or performance updates using data from audits or monitoring activity.
  • Experience of working with a range of staff groups and communicating findings professionally and constructively.
  • Experience of organising own workload and meeting deadlines across multiple tasks or sites.
  • Experience of using Microsoft Office or equivalent systems to maintain records, spreadsheets, trackers and documents.
Desirable
  • Experience of working in NHS, healthcare, estates, facilities, domestic services, IPC, governance or a clinical environment.
