Job summary
We are seeking a highly motivated and experienced senior health or social care professional with adult forensic experience to join the Quality and Commissioning Team, at the Greater Manchester Adult Secure Provider Collaborative.

Employed by GMMH, the team holds commissioning and quality responsibility on behalf of the GM ICB/NHS England for the 4 GM Adult Secure Provider organisations (GMMH, PCFT, Elysium Spinney & Cygnet Bury).

This is an exciting opportunity to work within a dynamic and fast-paced commissioning environment, providing clinically informed quality, contractual and budgetary responsibility to a complex, specialised system-wide programme.

Based at Harrop House, Prestwich Hospital, but offers a combination of office, home and remote working across the Provider Collaborative footprint as required. Wider travel across the Northwest and nationally is required. Working hours are primarily 9am-5pm Monday to Friday, though some flexibility and out of hours visits may be needed on occasion.

Please note we currently have 3 Case Management vacancies, 2 permanent FTE, and 1 temporary WTE fixed term 12 month contract covering a secondment. Job share may be considered. Please clearly state which role/s you are interested in.

Main duties of the job
The Case Manager provides expert forensic pathway oversight and acts as a key contributor to the Provider Collaborative's quality assurance arrangements, working operationally under the Senior Case Manager and professionally alongside the Head of Quality.

The role supports the team in driving transformation as well as best value in planning, quality oversight and the commissioning of adult secure mental health and LD/A services.

The role is designed to build a combination of forensic expertise and technical skills to develop a strong service delivery, and to promote pathway advice for secure/specialised services.

Responsible for the development and implementation of service improvements in secure and specialised mental health, learning disability and autism services.

Qualifications
Essential

• Registered Mental Health/Learning Disability Nurse or other registered allied health or social care professional

Desirable

• Possess a relevant additional professional qualification e.g. Forensic Psychiatry Diploma, commissioning qualification, masters level

Knowledge and experience
Essential

• Detailed knowledge of legal issues pertaining to the specialist service, including MHA 1983, after care under supervision, sex offender legislation, probation orders and life licence, Ministry of Justice procedures and child protection legislation
• Detailed operational knowledge of specialised forensic and secure mental health and LD/A in-patient services ,including risk assessment/management
• Should have an appreciation of the relationship between NHS E/I and individual provider and commissioning organisations
• Current Member of relevant professional body

Desirable

• Previous commissioning experience or direct experience of the provider/commissioner interface/responsibilities
• Robust understanding of NHS Provider Collaboratives and the interface between the ICB and NHSE

• High-level management skills, able to perform to high level in clinical setting, holding services to account and ensuring effective use of Provider Collaborative resources.
• Effective Case Management or transferable professional skills, focusing on the needs of the individual and the context of their pathway in relation to all clinical and legal processes
• High-level communication in particular skills across a range of agency and professional boundaries at a national level.

Physical skills

• Working knowledge of Microsoft Office and teams with intermediate keyboard skills
