As the post holder in this role, you will use your experience and expertise in public health and leadership to develop and deliver services within your area of budget responsibility to improve health and wellbeing and reduce health inequalities in Birmingham. This will be done in line with strategic priorities defined in the Corporate Plan, City Vision and Health and Wellbeing Strategy. The role will involve management, planning and delivery of major programmes within the Public Health portfolio, overseeing commissioning opportunities and effectively liaising with partner agencies. A relentless focus on delivering the best outcomes for citizens is a mandated expectation of this role, as is a commitment to ensuring that relevant capabilities available to the Council, including financial and human capital, are used to maximum effect. As the post holder, you will be a key member of the Public Health leadership team who is critical in supporting the Director of Public Health to deliver their responsibilities, including statutory commissioning responsibilities. You will contribute to the implementation of relevant national and local policy and recommendations, ensuring that population health principles are at the heart of transformative work to improve health outcomes and reduce inequalities. In addition, you will be responsible for a portfolio of specialism within Public Health, as well as its associated staff and resources. As the pace of improvement needs to be rapid and sustainable, the portfolio may change over time, so adaptability and focus on delivery are also critical attributes. You will also contribute positively to the development of our culture, enabling people to be the best version of themselves in the workplace. You will set expectations of high performance, empowering staff to excel by promoting collaboration, professional development, accountability and kindness. You will: Use your insight and expertise to advise the Assistant Directors and Director of Public Health and share your thoughts and ideas with colleagues and members. Work with senior politicians and colleagues to identify sound commercial, digital and innovation outcomes to meet our ambition and support the delivery of the best possible outcomes for our service users. Work collaboratively with member portfolio holder(s) to agree on strategy and approach to the delivery of services, including reporting on service performance. Provide authentic leadership and direction to the organisation by creating a vision and strategy for your portfolio. General Accountabilities As well as directorate-specific accountabilities, the post holder will play their part in advancing the councils overall vision through: Supporting the Managing Director, Corporate Directors, Elected Members and colleagues in translating strategic vision and priorities into operational plans, monitoring their progress on a regular basis and identifying exceptions and mitigations. (Consistent delivery) Enacting a robust performance management system for the service to ensure all activities have clear business plans linked to council plans, which direct staff objectives both within the service and across the Council. (Performance management) Creating a working environment where employees will flourish and deliver services within Birmingham City Council to the highest possible standard. (Supporting staff) Developing a positive working environment, encouraging active involvement of employees in shaping the development and co-production of services. (Supporting staff) Providing strong professional and managerial leadership across the organisation, including setting clear objectives and measures, managing performance and resources, and assessing impact and risk. (Partnership working) Forging and maintaining positive and creative relationships with diverse stakeholders including Elected Members, Council Officers and external agencies in order to maximise joint effort and pool resources wherever possible. (Partnership working) Directorate-specific Accountabilities The Public Health team assists the statutory chief officer of the authority (Director of Public Health) to advise on all health matters to elected members, officers and partners, spanning health improvement, health protection and healthcare public health. The Director of Public Healths statutory responsibilities, for which Public Health Specialists provide support on an operational and strategic level, are: Any of the Secretary of States public health protection or health improvement functions delegated to local authorities, either by arrangement or under regulations. Exercising their local authoritys functions in planning for, and responding to, emergencies that present a risk to public health. Upholding their local authoritys role in co-operating with the police, the probation service and the prison service to assess the risks posed by violent or sexual offenders. Producing an independent annual report on the health of local communities. The post holder will have individual objectives and a job plan setting out the agreed programme activities that are necessary to fulfil their duties with regards to their individual portfolio. Accountabilities of the Public Health Specialist role will include: Providing expert knowledge and leadership within a specified area of Public Health practice, including identifying needs and resources in this area. (Strategy development) Coordinating high-quality professional Public Health input, support and advice to the local system through strategic and system leadership, which will drive improvements in health and wellbeing and reductions in health inequalities. (Partnership working) Being responsible for development and delivery of local policies, inter-agency and interdisciplinary strategic plans and programmes, and delivering key public health targets. (Commissioning) Providing expert public health advice and leadership which supports and informs an evidence-based approach within ethical commissioning frameworks. (Advice and commissioning) Helping to develop high-quality, equitable services across primary, secondary and social care, and across sectors and organisations. (Strategy development) Developing and utilising information and intelligence systems to underpin public health action across disciplines and organisations. Leading the collation and interpretation of relevant data. (Evidence-based delivery) Monitoring and contributing to the formulation of Public Health budgets and informing and managing financing initiatives. (Budget management) Leading on public health research in specific topic areas, commissioning research audits or projects and/or undertaking research or audits and translating their findings into public health practice. (Utilising research) Providing public health expert advice to health organisations, including ensuring that there is effective use of primary and secondary care data to inform commissioning. (Strategy and commissioning) Responding when required to press enquiries and general public concerns, within the context of the Council Communications policy.
