Salary: £45,000-£50,000 per annum (dependent on experience)

Location: Sea Thrift, St Ives, Cornwall (multi-site responsibility across Cornwall)

Hours: Full-time, 37.5-40 hours per week with flexibility to meet business needs

About the Role

Reporting to the Managing Director / Operations Director, you will lead the HR function across all Cornwallis Care Services locations. You will provide strategic and operational HR leadership, ensuring we attract, develop, support and retain talented people while maintaining full compliance with employment legislation and CQC requirements.

You will directly manage the Recruitment Team, Training & Development Manager and HR Administrators.

 

What You'll Be Doing

  • Develop and deliver HR strategies aligned with organisational goals and National HR Policy.
  • Support workforce planning, succession planning and organisational development.
  • Provide expert HR guidance to Directors and operational managers.
  • Lead policy development and continuous improvement initiatives.

Leadership & Culture

  • Lead and develop the HR, Recruitment and Training teams.
  • Set clear objectives and accountability measures.
  • Champion employee wellbeing, engagement, equality, diversity and inclusion.
  • Act as a role model for the organisation's values and behaviours.

Employee Relations & Compliance

  • Oversee disciplinary, grievance, capability and absence management processes.
  • Conduct investigations and support formal hearings, as required.
  • Ensure consistent application of employment law and company policies.
  • Liaise with external legal advisers where required.
  • Maintain compliance with UK employment legislation, GDPR and CQC standards.

Recruitment & Workforce Planning

  • Support the coordination of recruitment activity across all services.
  • Monitor and evaluate vacancy levels, time-to-hire, recruitment costs and retention data.
  • Drive innovative recruitment campaigns and employer branding initiatives.
  • Ensure safe recruitment practices in line with CQC requirements.

Training, Development & Performance

  • Oversee induction and mandatory training programmes.
  • Ensure performance management processes are embedded and informing development planning.
  • Monitor training compliance across all locations.
  • Promote continuous professional development and career progression pathways.

 

What We're Looking For

Essential

  • CIPD Level 5 qualification (or equivalent)
  • 3-5+ years' experience in a senior HR role
  • Strong knowledge of current UK employment law
  • Experience managing complex employee relations cases
  • Experience of recruitment, workforce planning and performance management
  • Experience within health & social care or another regulated environment
  • Excellent leadership, communication and relationship-building skills
  • Ability to manage multiple priorities with professionalism and discretion

Desirable

  • CIPD Level 7 qualification
  • Experience in residential care, supported living or domiciliary care
  • Knowledge of CQC regulatory requirements
  • Experience implementing HR systems or digital HR solutions
