Role Overview

Act as the Civil Construction / Site Manager responsible for the on-site execution and delivery of all civil and structural works for a new Active Pharmaceutical Ingredient (API) production facility in the Amsterdam / The Hague region.

Lead and coordinate piling, groundworks, reinforced concrete structures, structural steel erection, building envelope, roofing systems, and the subsequent construction of cleanroom-ready internal areas.

Ensure full compliance with Dutch building regulations, environmental and safety legislation, client specifications, GMP requirements, and industry best practices.

Take overall responsibility for planning, coordinating, supervising, and closing out civil and structural construction activities within agreed timelines, budget constraints, quality standards, and HSE targets.

Key Responsibilities

Manage the full lifecycle of civil construction works from enabling works and foundations through structural completion, roofing, and handover to MEP and cleanroom contractors.

Oversee site preparation, excavation, ground improvement, piling operations (CFA, driven, or bored piles as applicable), and foundation construction in accordance with geotechnical and structural design requirements.

Supervise reinforced concrete works including pile caps, slabs (including vibration-controlled and flatness-critical slabs), columns, beams, cores, and structural walls.

Coordinate and manage structural steel fabrication, delivery, and erection, ensuring alignment with design tolerances and integration with MEP penetrations and plant requirements.

Oversee installation of roofing systems and building envelope elements, ensuring watertightness, insulation performance, and compliance with fire and environmental standards.

Prepare the site and structural base for cleanroom installation, ensuring slab flatness (FF/FL tolerances), load-bearing capacities, vibration limits, and environmental readiness for GMP areas.

Coordinate closely with MEP, process, and cleanroom contractors to ensure seamless transition from civil works to fit-out and controlled environment construction.

Develop, review, and implement construction schedules, method statements, and resource plans to ensure efficient sequencing and minimal rework.

Manage subcontractors, site engineers, foremen, and suppliers, ensuring adherence to HSE policies and Dutch safety legislation (including VCA requirements).

Monitor project progress, manage cost control, variations, and reporting to senior management and client representatives.

Lead technical and coordination meetings with design teams, consultants, client representatives, and regulatory stakeholders.

Ensure compliance with Dutch Building Decree (Bouwbesluit), Eurocodes, environmental permits, and local authority requirements.

Oversee quality assurance processes including inspections, concrete testing, as-built documentation, and handover dossiers.

Identify and mitigate risks related to ground conditions, structural tolerances, interface coordination, and GMP compliance.

Requirements

Proven experience as a Civil Construction Manager or Site Manager on industrial, pharmaceutical, life sciences, or high-specification manufacturing projects.

Strong technical knowledge of piling systems, reinforced concrete structures, structural steel erection, and building envelope construction.

Experience delivering projects in regulated environments, preferably pharmaceutical or GMP-compliant facilities.

Solid understanding of Dutch construction regulations, Eurocodes, and health & safety standards.

Demonstrated experience managing subcontractors, multidisciplinary construction teams, and complex project interfaces.

Strong planning and scheduling capabilities, with experience coordinating civil works alongside MEP and cleanroom installation phases.

Experience working with quality management systems and documentation in regulated environments is highly advantageous.

Fluent in Dutch and English (spoken and written).

Strong leadership, communication, and problem-solving skills within technically demanding and schedule-driven environments.
