Job Purpose

Under the direction of the Head of Information Governance, the Information Governance Manager will be responsible for leading aspects of the development of an IG Framework for EA and schools, including:

Education Information Solutions (EdIS) Programme

The role will initially be focused on leading the provision of information governance support to the EdIS Programme to ensure compliance with statutory responsibilities in the development, implementation, and delivery of that programme including:

Advising the EdIS Programme director and EdIS team on all matters relating to IG.
Providing advice and support in relation to the completion and monitoring of data protection impact assessments required for EdIS projects, and in relation to communication with Suppliers and Stakeholders, as required in this respect.
Working with ICT and the EA’s Suppliers and Stakeholders, where required, to develop and implement secure systems for the management of electronic records.
Representing the interests of EA from an IG perspective at meetings with Suppliers and Stakeholders as required.
Managing and coordinating advice and support in relation to FOI requests relating to the EDIS Programme.

Essential Criteria

1a) Hold a bachelor’s degree (QCF Level 6) or an equivalent or higher qualification;

AND

1b) Have a minimum of two years’ experience of working in an Information Governance Role*, including a minimum of one years’ experience of leading and managing a team of staff performing Information Governance Roles

OR

1c) Have a minimum of five years’ experience of working in an Information Governance Role* including a minimum of one years’ experience of leading and managing a team of staff performing Information Governance Roles.

*An Information Governance Role is defined as a role in which an expert knowledge of and ability to apply legislation relating to Freedom of Information and Data Protection is a major requirement.

Demonstrable experience providing complex expert advice and guidance on the application of legislation relating to Data Protection and Freedom of Information to internal or external stakeholders at a senior level.
Demonstrable experience of developing new policy/procedure and guidance relating to Data Protection and/or Freedom of Information.
Demonstrable experience of leading and managing the provision of data protection compliance advice and support in relation to the development, implementation, and delivery of a programme of information technology services and solutions within or to a large organisation to ensure identification of requirements and compliance with UK data protection legislation, including demonstrable experience of successfully liaising with the suppliers of such services and solutions and relevant stakeholders throughout the development, implementation, and delivery of such programme to ensure compliance in this respect.
Demonstrable experience of developing and delivering training in relation to Data Protection and/or Freedom of Information.
Demonstrable experience of successfully leading or managing a team of professional staff in the delivery of a customer focused service.
Proven ability to successfully lead or manage a team of professional staff to achieve targets/objectives and to meet challenging deadlines.
Demonstrable commitment to continuous personal and professional development.

The successful candidate will be required :

a) To have access to a suitable vehicle (appropriately maintained and insured for Education Authority business) that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion;

OR

b) Be able to provide sufficient information on the application form that will satisfy the employer that he/she has access to an appropriate alternative form of transport that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion.
